Strasbourg: creation of a work under the 1% artistic for the school group Eléonore

The consultation concerns the design, production and installation of an artistic work under the 1% artistic, as part of the construction of a school restaurant, the extension and restructuring of the two nursery schools and the elementary school Éléonore.

Order schedule

The order concerns an artistic realization including the creation, realization and installation of the work for a total amount of 120,000 € HT.

What is expected primarily from the artistic proposal:

• The work must be registered within the school group, inside the building(s) and/or outside the school yard(s);
• The work will present all the technical guarantees of good realization and safety related to its environment.

And possibly:

• The work may have a functional dimension, a use value, or reveal the landscape;
• The work may be material or immaterial;
• The work can be part of the temporality of the site: proposal can accompany the progress of the site and remaining on the site afterwards;
• The work may be part of the school temporality.

What is imperative:

• The work will require minimal maintenance (annual cleaning);
• The work must not be energy consuming or vegetated;
• The work must not present any danger to children from 2 to 11 years old. It must also be completed and finalized when the school group is delivered, by 2030.

Selection of applications

The buyer has decided to limit the number of candidates who will be invited to participate in the bidding phase.
The minimum number of candidates he has planned to invite is 3, and the maximum number of 4. Unsuccessful candidates will receive an allowance of up to €5,000 each.
If the number of candidates meeting the selection criteria is less than the minimum number, the buyer may nevertheless continue the procedure with candidates with the required abilities.

The criteria chosen for the award of tenders are:

• the adequacy of the proposed project with the programme established by the artistic committee;
• creativity, the relevance of the artistic and cultural approach, and the artistic quality of the project;
• provisions to limit constraints on maintenance, circulation, maintenance; bearing in mind that the work must be durable;
• the lead time and detailed production budget;
• the financial proposal.
