Culture and Travellers The Ministry of Culture and Communication recognizes the importance of traditional knowledge as a source of intangible and material wealth and the need to take measures to protect the diversity of cultural expressions, including their contents, especially in situations where cultural expressions may be threatened with extinction or serious alterations.
LCultural diversity is strengthened by the free flow of ideas and is nourished by constant exchanges and interactions between cultures: the important contribution of artists and all those involved in the creative process, cultural communities, such as the Travel People, testifies to their central role in nurturing the diversity of cultural expressions.
Thus, the main projects of objectives relating to the links between the Ministry of Culture and Communication and the Travel People can be broken down as follows:
- Change the look that society should focus on its cultural minorities: prevention of rejection, combating discrimination, intolerance and racism ;
- Recognize citizenship, memory, identities, cultures, trades and skills Travellers and Gypsies of France (GDVTDF) ;
- Enhancing and sustaining fairground activities (fairs and markets, public entertainment) and circassian, and encourage innovative practices;
- Discover their cultural heritage, both material and intangible, and work on their valuations;
- Recognize and encourage artistic creation and freedom of expression GDVTDF as a full expression of contemporary creation;
- Give GDVTDF the best access to the cultural offer, heritage and contemporary of our country;
- Developing arts and cultural education activities for families and their children, recognising in particular the work carried out by the partner structures;
- Encourage the implementation of cultural actions and events set up by Travel People and Gypsies of France or support associations;
- Recognize GDVTDF participation in the country’s cultural irrigation and to strengthen the dissemination of this cultural diversity to the widest possible audience, and in particular to the most remote audiences of culture, both in rural and urban areas.
- Strengthening the protection and enhancement of the various languages spoken by the GDVTDF;
- Support efforts to reduce inequalities in French language proficiency and the specific role of libraries;
- Tackling the digital divide and develop actions so that all GDVTDF can appropriate its usages, practices and codes;
- Develop training courses with cultural professionals towards the actors of the GDVTDF networks, their support associations.
The associative network
GDVTDF networks and their support associations* are the main correspondents of the Ministry of Culture and Communication:
- National Citizens Travel Association (ANGVC),
- French Union of Gypsy Associations (UFAT),
- International Gypsy Social Association (ASNIT),
- Association France Liberté voyage (FLV),
- Association culture et tradition des gitans du grand sud (ACTGGS),
- Union pour la Défense active des forains (UDAF),
- Association de défense des cirques de famille (ADCF),
- International Gypsy and Gypsy Art Centre - Tchiriclif Association (Cirque Romanès),
The National Federation of Solidarity Action Associations with Gypsies and Travellers (FNASAT)
The first contact of the Ministry of Culture and Communication with which it has been in partnership since 2010, FNASAT-Gens du voyage is the first resource and support centre for travellers.
It federates a hundred associations and organizations from all over France. Competence centres facilitate dialogue and work with national and local partners, in the areas of action of the network’s associations and through regional meetings. Registered as a training organization, FNASAT offers structured modules in training courses, or accompanies structures on site based on shared findings. She edits Gypsy studies, the only French-language reference journal in these fields.
His media library Mateo Maximoff » is the most important French documentation and exhibition centre on Travel People.
FNASAT has also set up a documentary network consisting of 6 documentation centres open to the public: Paris, Lyon, Nancy, Poitiers, Toulouse and Tarbes.
National Travel Advisory Board (NCVMB)
In addition, MCC is a member of the National Travel Advisory Board (NBAC). It was established by the decree of 20 May 2015. Its President is Dominique Raimbourg (Member for Loire-Atlantique, Chairman of the Committee on Laws).
Since its creation in 1992, the CNCGDV has been the forum for reflection and consultation on actions to be taken in favour of travellers.
The first two projects for which the Commission wishes to act with MCC:
- The National ceremony oftribute of the State to the nomads» internees (Nomad Detention Camp from 1940 to 1945, Montreuil-Bellay, October 2016).
- The Ssign ofa charter «Culture-Gens du voyage et Ts igane s de France» by the Minister of Culture and Communication, the CNCGDV and the main associations of travellers or whose vocation is their support.
