The Security, Safety and Audit Mission
THE REGULATORY FRAMEWORK
Decree of 31 December 2020 on the missions and organisation of the Directorate-General for Heritage and Architecture)
Within the Directorate-General for Heritage and Architecture (DGPA), the Mission Sécurité Sûreté Audit (MISSA) is part of the Delegation for Inspection, Research and Innovation (DIRI) service.
It provides advice and assistance on the application of standards in the fields of fire safety, security and accessibility of spaces and buildings, in the areas of competence of the Directorate-General for Heritage and Architecture.
It carries out these tasks in the departments of central administration, decentralized services, services with national competence, as well as operators attached to the Directorate-General.
It can also intervene with heritage institutions outside the Ministry of Culture.
THE SAFETY
The Security Advisors provide assistance and advice, and formulate recommendations and prescriptions on the organization, procedures and techniques related to the security of cultural institutions.
They carry out security audits in France’s museums, archives, conservation and study centres, archaeological sites and schools of architecture, as well as on properties protected by historic monuments (buildings, objects).
They issue opinions in the case of loans of works, applications for exemption from insurance or application for the State guarantee, in France and abroad.
In addition, they are responsible for the prevention and monitoring of acts of malevolence, theft and damage, and illicit trafficking in cultural property. Risk awareness actions are also conducted for all stakeholders concerned.
The security advisers are in contact with the judicial authorities, the police, the gendarmerie and the customs. Police officers are liaison officers with the Ministry of the Interior/ Central Office for Combating Trafficking in Cultural Property (OCBC).
TRAINING, NETWORKS
The Mission carries out numerous information and training sessions for managers of services, monuments, institutions and partners concerned by the fields of security and safety.
In connection with business services, the Mission designs and produces information documents, technical notes, prescriptions and standards booklets.
A network of correspondents in the DRAC allows feedback and feedback between advisors and institutional partners.
Whether it is the liaison maintained by the Mission’s advisers with their foreign counterparts, or the numerous professional meetings on the fight against illicit trafficking in cultural property and on security in which the advisers participate (conferences, training...), the Mission is actively involved in international cooperation.
HOW TO UNDERSTAND THE MISSION?
The members of the Mission Sécurité Sécurité Sécurité Audit are available and can be contacted by e-mail or telephone for any first-level advice and information exchange, or in case of emergency.
For any request for intervention by a member of the Mission involving a trip and an opinion or a report, a letter should be sent to the head of the delegation for inspection, research and innovation.
NB: Certain types of assignments may involve the payment of costs by the requesting department or institution.
