When can I start executing my project?
ATTENTION : Projects must not be started before the date of receipt of your grant application by the Media and Cultural Industries Branch (CMIB), in accordance with Article 5 II. Decree No. 2018-514 of 25 June 2018 on State subsidies for investment projects.
The commencement of execution shall be deemed to be the first legal act passed for the carrying out of the project. This includes:
- the quotations accepted by the applicant ("voucher for agreement" dated and/or signature dated of the quotation) before the date of receipt indicated on the acknowledgement of receipt;
- contracts signed with the service provider(s) before the date of receipt indicated on the acknowledgement of receipt.
Legal acts and expenses relating to orders for preliminary studies strictly related to the development of the project may not be incurred before the date of receipt indicated on the acknowledgement of receipt.
When will my file be reviewed?
Requests less than 150,000 euros
Applications for less than 150,000 euros may be submitted throughout the year. Once complete, they are reviewed by DGMIC, usually within four months.
Requests equal to or greater than 150,000 euros
Applications for a grant of EUR 150,000 or more may be submitted at any time. Complete applications filed before 5 July 2024 at noon may be considered by the committee in October 2024. Applications submitted after this deadline will be considered by the first committee of the year 2025.
Please note that these deadlines are indicative and can only be met if the files submitted are complete and sufficiently detailed. During the appraisal, the firm of experts in charge of the appraisal of requests may also contact the project leader to request additional technical information related to the project.
Applications for projects to promote the French press in French-speaking countries
French press development files abroad may be submitted until the 5 July 2024 at noon for consideration at the last policy committee of the year.
Documents related to the request for assistance
A request for assistance to the Strategic Fund includes:
- The completed application form;
- The table of estimated expenditure, accompanied by all estimates;
- If applicable, the internal expenditure grid, accompanied by the last pay slip or the corresponding job card of each of the qualifications provided for in the project;
- A summary description of the nature of the project, the planned investments and the expected objectives (in PDF - 2 pages maximum);
- A declaration on honour attesting to the regularity of the company with regard to tax, social and accounting legislation and, where applicable, the group’s parent company if the company is fiscally integrated;
- Tax packages for the last 3 fiscal years closed;
- Provisional accounts for the current financial year;
- A bank ID statement.
For projects involving a company with fewer employees:
- The registered social declaration
For projects involving a company less than 3 years old :
- The Kbis extract of the current year for companies or the K extract for self-employed persons or the extract of the registration in the National Register of Associations (RNA) for associations with a copy of the entry in the Official Journal of the extract of the initial declaration or the extract of registration in the trade register
For pre-press or print projects:
- Prepress table
- Typical table printing tools
- A note justifying the absence of printing overcapacity meeting equivalent needs in the area concerned, the alternatives studied and their costing.
Since 2016, the FSDP does not support any project of this nature if the absence of overcapacity is not demonstrated. Pursuant to Article 13 of Decree No. 2012-484 of 13 April 2012, as amended, "development and innovation projects involving the acquisition or rental of printing-related equipment may only benefit from Fund support if they justify, in the production area concerned, the absence of printing overcapacity meeting equivalent needs".
