The Ministry of Culture finances a set of institutions that ensure the conservation and dissemination of photographic works: Bibliothèque Nationale de France, Centre Pompidou, Musée d'Orsay, Centre National des Arts Plastiques, Jeu de Paume, as well as the national network of centres of contemporary art specialized in photography and the Fonds régionaux d'art contemporain (FRAC). This network of locations ensures a presence of photography throughout the national territory.
Photography is now facing new challenges, particularly with regard to the distribution of image value and copyright. With the development of the Internet and the digitization of content, photographers must adapt their practice and multiply their distribution channels. The Ministry of Culture works to improve the identification of photographers authors, encouraging the development of traceability tools related to the use of images on the Internet and increasing awareness of the challenges of photography in the press sector, in particular by defending the status of photojournalists.
The Ministry of Culture supports the development of the French photographic scene on the national territory and abroad. It develops a program of public commissions for photography, notably with the CNAP, and supports through its Capsule program a device of artist residencies in partnership with photographic places. Special attention is also given to gender equality in order to combat gender inequalities in this sector. The Ministry of Culture supports, through its betagouv digital incubator, a platform dedicated to women photographers (They make the culture), scholarships for women photographers in the territory as well as the Elles x Paris Photo in partnership with the Paris Photo Fair.
The Ministry of Culture is developing collaborations to support photography throughout the territory. It accompanies many cultural institutions, art centers specialized in photography, FRAC, as well as festivals such as the Rencontres d'Arles or Visa pour l'image. For several years, he has also supported the Diagonal network, a leading actor in coordinating the network’s 26 member photographic locations.

Through its operator, the Médiathèque du Patrimoine et de la Photographie, the Ministry of Culture implements a dynamic policy of conservation of photographic collections in close collaboration with museums. The Ministry of Culture also accompanies the French Society of Photography (SFP) in a consulting action with photographers and rights holders for the valuation of their funds.
Image education is an important issue in our society.
