Grants on social criteria
The Ministry of Culture allocates higher education scholarships based on social criteria to improve study conditions and contribute to student success.
The Ministry of Culture’s social scholarships for higher education are intended to promote access to higher education, improve study conditions and contribute to student success. They allow students of higher education culture (ESC) to benefit from the same arrangements as all students. Scholarships on social criteria are awarded to students facing material difficulties that do not allow them to undertake or pursue higher education.
ESC social grants are awarded according to the same criteria as those in force at the Ministry of Higher Education and Research. Divided into 8 levels (from 0bis to 7), these scholarships are allocated for ten months according to the resources and expenses of the parents or legal guardian. The amounts in the grades 0bis to 7 are revalued with each new academic year.
Grants based on social criteria are complementary to that of the family, but cannot replace the maintenance obligation that requires parents to ensure the maintenance of their children, even adults, as long as they are not able to support themselves.
The student must also meet various criteria listed in the annual circular on the procedures for awarding scholarships on social criteria and merit support in higher education institutions entitled to award a diploma under the authority of the Ministry of Culture and of approved or authorised schools or training centres. Help hasu merit
This assistance is granted to scholarship holders on social criteria who obtained the Very Good mention in the last session of the Baccalaureate. The assistance is paid during the 3 years of licence (or equivalent). You do not have to do anything to collect this assistance. The list of baccalaureate holders with the TB mark is sent by the rectorate. The annual amount of merit assistance in 2022-2023 is 900 € (paid on 9 monthly instalments).
Has it¡specific annual crop allowance (ASAA-C)
The specific aid annual allowance culture is a device reserved for students under an institution of the Ministry of Culture. It may be awarded to them, after a refusal of a grant on social criteria, in the following cases:
- The student in a situation of proven autonomy who no longer benefits from the material support of his parents;
- The student in family breakdown;
- Students returning to school after the age of 28;
- The student living alone on French territory;
- Student raised by family member without court order.
This aid is allocated, after examination of the situation, by the social service of the CROUS concerned. Any particular difficulty not provided for above may give rise to the payment of specific annual aid, if the Social Commission considers it legitimate.
The specific aid annual cultural allowance is the equivalent of a grant on social criteria (same level). It thus allows the exemption of registration fees in eligible schools and the contribution of student and campus life (CVEC).
The application for a scholarship on social criteria and/or specific aid annual cultural allowance (ASAAC) is made each year using the student social file, electronically, by logging into the digital portal www.etudiant.gouv.fr, heading www.messervices.etudiant.gouv.fr/envole/
The mobility of scholarship students is provided subject to meeting certain criteria
Students remain beneficiaries of their scholarship on social criteria when pursuing studies abroad if they are admitted, on their application and with the approval of the authorities responsible for their studies, to continue their studies at a higher education institution authorised by the Ministry of Culture in another Member State of the Council of Europe having ratified the Europe Agreement of 12 December 1969 on the continued payment of scholarships to students pursuing their studies abroad. In order to benefit from the maintenance of the right to a scholarship on social criteria, the student must also have begun his graduate studies in an institution under the supervision of the Ministry of Culture.
Aid for international mobility
International Mobility Assistance is for students of an ESC institution who wish to pursue higher education abroad as part of an exchange program or an international internship. This training or internship must be part of the curriculum.
It is granted to students who receive a higher education scholarship from the Ministry of Culture on social criteria or who receive a specific annual cultural allowance granted under the scheme of specific aids. In addition, the student must prepare a national diploma for the Ministry of Culture.
The international mobility aid is €400/month. The duration of the student’s assisted stay abroad may not be less than two months or more than nine consecutive months. During the course of all his graduate studies, the student cannot benefit from a cumulative mobility aid of more than nine months.
