The actors
The Ministry of Culture has taken important initiatives to ensure equal treatment. It has set up an ambitious project in favour of equal opportunities for women and men, and has set up tools for observing and analysing human resources management (observatories on benefit schemes and on contractual employment), building on the work of senior officials in preventing discrimination, diversity and gender equality. A number of measures to promote employment and support for people with disabilities have been implemented for several years.
Since 2016, a diversity and equality mission has been created with the Secretary General. Led by Agnès Saal, it comprises two people (Philippe Chamoin and Delphine Harmel) and works transversally with all the directorates of the central administration and the human resources department.
In 2016, the Ministry of Culture reactivated the Responsible for the prevention of discrimination. Endowed with a letter of mission, these 120 people are responsible for animating the policy of equality and diversity within their structure or establishment.
The College of Diversity installed in December 2015 and chaired by the Minister, is fully in line with the Ministry of Culture’s action to promote cultural diversity. As a watchdog as much as a watchdog, the College of Diversity brings together artists, intellectuals and cultural actors who have a recognized voice and action on diversity issues and who are fighting for equal access to as many cultures as possible.
