The development of media and information literacy in libraries
By their expertise on issues related to information and the diversity of users they host, libraries and media libraries are able to support various audiences in constructing a critical look at the flows of information that society as a whole is confronted with.
Public libraries have specific assets for media and information literacy. Through the extension of their network, they constitute the first local cultural facilities. Open to all, without distinction, their spaces are most often free entry and give access to diverse, up-to-date and pluralistic physical and digital collections as well as services (press, Internet, reception, etc.) facilitating equal access to media and quality information. They also have experience in mediation, cultural action, group hosting and partnerships with local or national education and information stakeholders. They are therefore one of the essential pillars for the implementation of the MIL policy promoted by the Ministry of Culture. Several institutions are distinguished by their proactive policies such as the Public Information Library, the Lyon Municipal Library, the Champs-Libres de Rennes Métropole or the Melun Astrolabe.
The action of the ministry: support in 3 axes
The ministry supports the development of EMI actions in the library around 3 main axes:
- Training professionals through enhanced support to training organizations to develop modules on MIL.
- Equip professionals and mobilize operators:
- The Public Information Library (Bpi) promotes professional exchanges through seminars and tools: see A Practical Guide to Conducting MIL Actions in the Public Library (2020), and the specific section of its professional website (feedback, resources and digital tools, lists of possible partners, news and archives of study days).
- The National School of Information Sciences and Libraries (Enssib) created the portal “Train to be informed: develop critical thinking skills!” for trainers of information mediators. It also coordinates a national reflection on the needs of library and documentation professionals in terms of teaching tools and common skills base.
- National Library of France (BnF) offers libraries in the region specific training and tools (exhibitions, bibliographies, digital and educational resources, etc.), adapted to the needs of the territories and based on its collections (including press). And it develops mediation actions for school groups.
- The Science and Industry Library (BSI), is also strongly committed to media literacy by focusing its actions on its specificity, scientific and technical information. In particular, it offers a programme of workshops for schoolchildren via its “Médialab” as well as meetings and events such as «Spring of critical thinking».
- Support project development and implementation:
- The projects developed by public libraries can benefit from the direct support of the Ministry of Culture, in particular through the calls for projects of its services deconcentrated in DRAC and the organization of journalists' residences.
