A l’issue de la remise du rapport de la mission nationale pour l’art et la culture dans l’espace public (MNACEP) présidée par Jean Blaise, Audrey Azoulay, ministre de la Culture et de la Communication, a présenté le 14 juin onze mesures pour développer le secteur.
Towards a cultural policy in the public space
What place for art and culture in the public space? This is why it has made it one of the major axes of its policy to promote new modes of access to culture. On 6 June, she announced increased state support for the circus arts sector. On 14 June, it detailed a series of measures aimed at developing interventions for art and culture in the public space. “At a time when the Freedom of Creation, Architecture and Heritage Act is being examined in Parliament, the public space is at the heart of reflection on the freedom of creation and dissemination”, She insured Audrey Azoulay.
11 measures for art in public spaces
The Minister of Culture and Communication presented four axes for the development of art and culture in the public space:
> By supporting their presence through new modes of financing (an intervention fund is under consideration as part of the bill creation), but also by encouraging labeled structures to program more outside the walls and in the public space; Finally, thanks to the strengthening of the 1% artistic, which allows to devote part of the budget of the works of public constructions, especially in schools, to the commission of an artist’s work.
> Better support for the street arts with €800,000 in new measures in 2016: through aid to 10 companies, 3 of which are supported in terms of their reach (KomplexKapharnaum, Pagai Opera and Poetic Commando Blowers), 7 residency projects and 2 artistic factory workshops; through a revaluation this year to 200,000 € of the minimum state support for the National Centers of Arts of the Street and Public Space, revaluation that will benefit six of these CNAREP.
> By placing art at the heart of urban change: first, through a sustained dialogue with local and regional authorities, which choose to support this approach; Then, by pursuing territorial development schemes with visual arts actors as well as for street arts; finally, through a reflection to better support the hosting of events, especially in downtown areas.
> Continuing the actions undertaken by the MNACEP: through the creation of ARTCena, born from the bringing together of the HorsLesMurs (circus and street arts) resource centres and the National Theatre Centre; by promoting the tools born from the work of this mission: cartographies de Hors Les Murs, digital platform Atlasmuseum, map guide du pOlau - Pôle des arts urbaines à Tours, or the website of the National Center of Plastic Arts for public orders.
