Originally, the law of 31 December 1913 was only intended to protect the monuments themselves, not what surrounds them. The realization of the need to preserve the old centres will lead to the introduction, by the law of 25 February 1943, of the concept of historical monuments by two additional articles (articles 13bis and 13ter) which define the public utility easement applicable within a 500m radius having as origin the historical monument, and the field of visibility of the monument in which the architect of the buildings of France (ABF) must issue its endorsement in accordance with any application for a work authorization.

In the Centre-Val de Loire region, there are 2,800 areas around historic monuments, representing an area of approximately 220,000 hectares representing 5.6% of the area’s surface area.
