Like most national scenes, the MCB had, until 2010, an associative status.
In 2008, Mr. Lepeltier, mayor of Bourges, called for a transformation of the association into a public institution of cultural cooperation (EPCC).
Created by a law of 4 January 2002 amended by the law of 22 June 2006, the public institution of cultural cooperation (EPCC) is a legal tool intended to facilitate the management of cultural structures or projects by institutionalizing cooperation between these different public persons (State, local authorities and their groupings).
The project of transformation of the association «Maison de la culture de Bourges» into EPCC having received the support of the prefect and other local authorities, the statutes of the new EPCC are drafted under the steering of the DRAC in collaboration with all partners (Region, Département du Cher, Ville de Bourges, Association "maison de la culture de Bourges"). The decree establishing the EPCC, signed by the prefect of the region on January 14, 2010, marks the official birth of the EPCC.
As for the pre-existing association, it has become an "association of friends of the MCB" and its former president, Pierre Maillard, has become the president of the EPCC.
Most national scenes are still under associative status. Only a few, like the MCB, have become public institutions of cultural cooperation: the house of culture of Amiens, the Volcan - house of culture of Le Havre, the MC2 - House of culture of Grenoble...
