Media
Local social information media are defined as either press publications or online press services, other electronic communication services to the public, with on-line content of general interest that is renewed regularly and is the subject of journalistic treatment, provided that they are primarily aimed at local audiences, particularly in priority areas of city policy or areas of rural regeneration.
At national level, this programme is initiated, monitored and evaluated by the Directorate-General for Media and Cultural Industries. It defines, coordinates and evaluates the State’s policy for the development of media pluralism, the advertising industry, all electronic communication services to the public, the phonographic industry, books and reading and cultural economy.
By decree of 26 April 2016, the Ministry of Culture and Communication decided to create a sustainable support fund dedicated to local social information media.
The Fund’s aid is intended for structures primarily publishing a local social information medium, or for non-profit organisations recognised as being in the public interest which publish such a medium on an ancillary basis.
The aid is allocated according to the editorial offer of the local social information media, and the characteristics of its publishing structure, appreciated in particular through:
. Its insertion in a territory and its contribution to the mission of social communication of proximity,
. Its contribution to integration and the fight against discrimination;
. Its dimension of media literacy and freedom of expression;
. Community involvement in the project;
. Its ability to foster exchanges between social and cultural groups and the expression of different socio-cultural currents;
. Its contribution to local development and environmental protection.
The aid will also be allocated according to the following elements related to the publishing structure:
. The diversification of its resources and its ability to develop a sustainable economic model over time;
. The vocational training measures it carries out for its employees or its volunteer members and the consolidation of jobs within it, including jobs of professional journalists,
. Its participation in collective actions on programmes and training, including its ability to form partnerships with other media,
. Its actions for young people and vulnerable populations;
. The employment of any assistance received under this Fund in the year preceding the application for support
The Media Advisor is responsible for:
. Implementation, file investigation, evaluation and monitoring of the “Media Support Fund”
