Arts and Cultural Education
Arts and cultural education and its generalization are a priority for the Government. Its challenges are the transmission of the common heritage, the understanding of the artistic gesture and the creative process, as well as the initiation to artistic practices and the development of creativity. The Ministry of Culture works very closely with the Ministry of National Education to ensure that all children benefit from this education within compulsory education.
The purpose of a plan carried by the two departments, in conjunction with all the partners concerned (MESRI, other ministries, local authorities, federations of popular education, associations), is to bring together the abundance of initiatives so that the artistic and cultural offer irrigates all territories, all times and places of life of children and youth.
The challenge is that the school becomes a place open to culture, relying on all the cultural resources available in its environment. The action of cultural structures that are strongly engaged in the territories, is essential to irrigate all territories and develop quality projects for the benefit of all our young people. The objectives are divided into 4 points:
- 100% of young beneficiaries of BEC policy;
- quality arts and cultural education;
- an inclusive policy for young people in specific situations;
- focus on priority territories
The EAC is a transversal axis to the various sectors of activity of the DAC and the support provided to the cultural actors of the territory as well as the communities. The CAD has prioritized its actions on:
- the development of partnerships with local authorities, particularly within the framework of agreements (CLEA, PARK)
- support for the public services of institutions certified by the State, since these structures possess an "artistic material", whether they are devoted to performing arts, heritage, contemporary art, books, the media, images or information; Whether they are artist residencies, workshops of artistic practice in school territory or outside school territory open to all audiences or, they conduct actions within the framework of the DRAC/Academy collaboration;
In addition to local authorities, the DRAC/DAC mobilize all the cultural actors in all disciplines in order to promote actions for young and very young audiences, for example with the Generation Belle Saison plan, the actions of the CRR (Regional Conservatory of Reunion) support for the creation (Creation in progress), the youth platform (DAC)
- Upstream of the school, but in conjunction with it for pre-school education, a proactive action will be aimed at developing, in partnership with the family branch of the Ministry of Solidarity, the artistic and cultural awakening of all children, in the reception facilities but also in their homes (with the Front pages ” for example).
- particular attention is given to professional companies or ensembles in music, dance or theatre which make EAC an important dimension of their action in connection with their creative and/or broadcasting activities;
- the consolidation of the arrangements shared with the Rectorate: EAC courses, residencies in school territory, artistic teaching, 'image, media and digital education, schools, middle and high school cinema students…
These same paths can be offered to children and young people regardless of their ministry of guardianship (agriculture, disability, justice, etc.)
BEC out of school in all jurisdictions:
- City policy
- rural environment
- Popular education federations: they participate in the development of a quality artistic and cultural offer for children and young people in their leisure time: youth and cultural centres, social centres, rural homes, etc. These federations are also involved in training facilitators on cultural issues. (Direction de la Jeunesse, des Sports et de la Cohésion Sociale de la Réunion )
- La Génération Belle saison: aims to make visible the creation for children and youth and to consolidate the dynamic that currently carries it. How? By promoting the place of works in artistic education, by reflecting on training needs, on production and dissemination issues, on international cooperation and on territorial coherence
- The platform Zévi for young audiences who aim to bring together live entertainment professionals who are committed to children and youth (creative projects, mediation, cultural action, dissemination, research, etc.) to share national or local information between the various networks operating in the region, such as the follow-up of the Belle Saison Generation Plan at the regional level, and the organization of mobilizing events for the profession.
The EAC at national and regional level:
Arts and cultural education is present in the framework of many national events of the type First Pages or European Heritage Days, in the form of national programmes or operations,
At the local level, it is present at academic meetings organized by the Rectorate.

A study was conducted by The ecinema children on the device Film college ( download) on http://vu.fr/CAC-etat-lieux or on site http://enfants-de-cinema.com in the ‘Assessment’ section then ‘State of the art Film college'.
The study consists of two parts: - a first part which is an analysis of the device (steering and operation) - and a second part which groups together 94 sheets, one per department, briefly presenting the characteristics of the device in each territory.
Formation and resources:
- La Réunion DAC accompanies training actions (initial and continuing) by promoting joint training actions within each establishment or territory project, Collaborating with the Rectors and Universities – especially the Higher Schools of Teaching and Education (ESPE) to train teachers and future teachers in project methodology.
- It provides digital resources and tools that allow cultural content to be appropriated, through the development of educational kits or briefcases, such as those proposed by the RMN-GP, Radio France, and the CNC. And by referencing the digital educational resources of cultural institutions like the “History of the Arts” portal and more broadly using the online directory that lists all the information resources of the department’s institutions and services.
