Les Services culturels de l'Etat en Guyane
French Guiana, located on the South American continent, is an overseas region covering an area of 84,000 km2, populated, as of January 1, 2021, by 294,071 inhabitants, spread over twenty municipalities. The two major communities (region and department) were merged in early 2016 as part of a single community: the Territorial Collectivity of Guyana (CTG).
Since the reform of the State Services in Guyana, active since January 2020, the deconcentrated services of culture and youth and sports have been grouped into Culture, Youth and Sports (DCJS) which operates in the following fields of competence:
- Heritage and Architecture, Artistic Creation and Performing Arts, Cultural Industries and Media, Books and Reading, Interdepartmental and International Cultural Policies;
- Youth and popular education, associative life and citizen engagement, educational policy (JEPVA), Sports, Universal National Service (SNU), training certification of the youth sector and sport.
The DCJS is one of the three Deputy Directorates gathered within a Directorate-General for Cohesion and Populations (DGCOPOP).
At the same time, a Joint General Secretariat (GSC) was set up, called the Directorate-General for Administration (DGA), to which the support functions for human resources, logistics, IT and communication were attached.
The DCJS is currently composed of 40 agents spread over two sites in Cayenne. The Cultural Services remain on the site of the former Directorate of Cultural Affairs in the rehabilitated building of the former customs, a listed historical monument. A second site, Route de Cabassou at the place called "La Verdure", welcomes the agents of the SNU and the Youth, Sports and Certification poles.
