The Pays de la Loire, a dynamic region economically and demographically, has 38 million inhabitants, 31% of whom are under 24 years old. An important network of higher education institutions culture with 3 EPCC of which 2 are interregional: Ecole des Beaux-Arts Tours-Angers-Le Mans (TALM) and the Pont Supérieur, the Ecole Supérieure des Beaux-Arts de Nantes Saint-Nazaire, the Ecole Nationale Supérieure d'Architecture de Nantes, a higher school attached to the National Centre for Contemporary Dance in Angers, and the European Technological Institute for Music Professions.
A rich heritage estate with a network of 12 territories under the Art and History Convention; 2149 protected monuments, 16,339 protected movable objects, 61 buildings labeled remarkable contemporary architecture, 53 museums labeled museums of France;
Intercommunalities that develop cultural policies at the scale of their territory (70 communities of communes or agglomeration of 1272 communes in 2018) , a potential factor for development, particularly for the EAC, with the start of a movement to transfer cultural equipment (Nantes, Laval).
