Action plan for priority cultural territories. Press release of 29.03.2018 in Paris.
Today, at the Grande Halle de la Villette, the Minister of Culture presented the “Culture Near You” plan; a proactive territorial irrigation policy, based on roaming, as a result of her commitment to all stakeholders: cultural structures, artists, associations, communities…
The cultural reading of the territory shows the remarkable effort of the investment policy carried out since 1959, when the Ministry of Culture was created. The effort focused on this territorial network has allowed the development of a very large number of cultural structures carried by the State, by communities and by civil society, in all sectors and artistic disciplines.
Since September 2017, the Ministry of Culture has mapped the territory’s public cultural facilities by basin of life. These maps show significant territorial disparities in terms of public cultural facilities. A high concentration of the budgetary resources of the Ministry of Culture is located in Paris and Ile-de-France where 139 euros are spent per inhabitant and per year against 15 euros per inhabitant and per year outside Ile-de-France.
The maps establish the existence of white areas of the cultural public service. These are living basins in which there is less than one public cultural equipment per 10,000 inhabitants. The Department will make them “priority cultural territories”, towards which new means will be deployed to serve a public policy of circulation of artists and works. Eighty-six of these «priority cultural territories» are concentrated in eight departments: Eure, Loiret, Guadeloupe, Guyana, Martinique, Moselle, Vosges and Réunion.
To ensure better cultural and artistic irrigation of the territories and to rethink the cultural planning of the territory, the Minister of Culture proposed a plan based on the homeless. The «Culture près de chez vous» plan is based on three pillars: artists and culture on the roads of France, mobility of works, deployment throughout France of «Micro-Folies», local digital museums.
This plan will mobilize new resources from the Ministry of Culture: 6.5 million additional decentralized appropriations from 2018 with an increase every year to reach 10 million in 2022.
All the services of the Ministry of Culture are mobilized and in the first place the Regional Directorates of Cultural Affairs (DRAC) which are the engine of this new stage of cultural decentralization. In order to offer artistic and cultural excellence to all, and in particular to those who are now the furthest from it, this policy involves the national public institutions of the performing arts (Chaillot, Comédie-Française, Opéra de Paris, etc.) whose shows will play more in the Region.
A Commissioner General, appointed by the Minister, will propose, in consultation with the major national museums, a catalogue of the iconic works of the national collections intended to circulate in the territories in museums and non-military reception areas. This «catalogue of desires» will be presented on the occasion of the European Night of Museums 2018, on May 19.
The challenge of this “Culture near you” plan is to translate the notion of cultural rights into acts and lasting gains for the benefit of all those who live in France.
