As part of its policy of support for live entertainment, the Regional Directorate of Cultural Affairs of Ile-de France gives priority to strengthening the artistic presence in the territories and within the structures of the various creation and dissemination networks.

 

This policy is implemented in consultation with local authorities and the professional sector and is part of the June 8, 2016 related to the support of artists and artistic teams in the framework of annual residencies. As a result, the Service régional de la création de la DRAC Île-de-France is launching the call for projects in favour of musical residences for 2023.

This annual non-renewable aid scheme is aimed at operators who undertake a residency project with a identified or developing artistic team, particularly within the framework of the aid scheme for musical creation.  

Residencies are actions that lead an artistic team on the one hand, and one or more structures, institutions or cultural institutions on the other hand, to cross, for a given time, their respective projects, with the shared objective of a meeting with the public. They aim to respond in an appropriate, concerted and contractual way to the desire to accompany artists in the development of their activity, their research and to strengthen the action of host institutions or structures in the realization of their missions. They also aim to help offer the public a diversity of artistic proposals. Finally, they aim to better anchor artistic work in a territorial reality.

General principles of annual residences 

Residence aids are intended for to accompany cultural structures, whose main activities are production and dissemination (venues or festivals) in their effort towards independent companies, as regards experimentation, creation, dissemination and cultural actions implementation around it.  

They take into account the diversity of forms and aesthetics of the field of the living spectacle. They seek to promote the artistic irrigation of the territories and the encounter with the populations, through a regular and perceptible presence of artists in research and work within the places of the live show and therefore in the heart of the city and of the collective life.

They can also support certain places thatthrough the hosting of artistic teams in residence and a determined action in favour of creation, wish to engage in a process of qualification of their artistic project.

Characteristics of residences

Regardless of the category to which it belongs, a residence must rely on a number of characteristics: 

Contract. A residence first implies the conclusion of a convention between the support structure and the artistic team. This document sets out the purpose, duration, means necessary for its implementation and the conditions for sharing these means between the partners. The duration of a residence may cover a continuous period of time or, if warranted by the project, it may be split according to the schedule.

Places. The residence implies the possibility of having workplaces adapted to the activity of the artists welcomed and whose periods of use are clearly defined. These criteria, essential in the development of a project, may in some cases justify the development of premises prior to the implementation of the operation. The same applies to reception conditions affecting the accommodation of artists, which must be determined in advance.

Duration. The residency must be for a significant period of time to enable the artistic team concerned to carry out its work of creation, dissemination, cultural action and arts education, which period is specified in a provisional calendar.

Partnership. The residency is based on a logic of collaboration between the support structure and the artists welcomed, but also with other stakeholders also concerned by the action It can promote the concertation and the establishment of partnerships between the different levels of public authorities and/ or with other cultural and educational partners. A residence can also be “networked” within the framework of a partnership between different structures that commit themselves to implementing a project to host an artistic team in their different places. In this configuration, one of the structures is administratively identified as the "carrier structure" of the residence operation.

Criteria for assessing projects 

the quality of the artistic project and the inclusion of this residency project in the course of the team hosted, in particular those supported by the Ministry of Culture within the framework of the creation assistance schemes;

the relevance the inclusion of the residence project in the overall project of the supporting structure in terms of its link to the territory and to the public;

the ability to designbased on artistic projects and in consultation with the artists and stakeholders concerned, new modes of cultural action, arts education and dialogue with the population;

the guarantees provided the structure in terms of quality of financial and administrative supervision;

the physical conditions for the implementation of the residence (provision of workspaces, rehearsal or performance spaces in running order, technical conditions, etc.);

the financing of the operation ;

the relevance of the project in a logical the balance of the cultural offer in the territory concerned.

Special attention will be paid to the territory of the welcoming structure.

Under this call for proposals, four types of residence can be supported:
  • research and experimental residency aims to support research or experimentation that does not necessarily lead to creation. This residency can integrate time of presentation of work in progress as well as a cultural action component.
  • the creative residence aims to support the realization and production of a creative project or stage of creation (design, write, complete, produce a new work). This residency can integrate a first-time public performance (broadcasting) component as well as a cultural action component.
  • the residence "artist(s) in territory" the main purpose of which is the wide dissemination of the production/repertoire of teams in a variety of places of reception in a given territory accompanied by a component of public awareness actions and initiatives aimed at the training and practice of amateurs.
  • the springboard residence is intended for the accompaniment of creators whose work is still little identified or disseminated, especially artists at the beginning of their career.

Conditions for implementation

The structure brings to the welcomed team, cash support to allow, in particular, the remuneration of artistic work during the period of residence.

The structure is committed to bear the logistical and technical costs associated with the residence team (accommodation, meals, team approach and equipment costs, rental of equipment needed for rehearsals, if necessary...).

Successful projects must be subject to a residency agreement between the structure and the host team. Within the framework of a residence carried in "network", a precise conventional framework of partnerships will detail the shared conditions of realization of the residence. 

A qualitative and quantitative assessment must be sent to the music and dance department of the Drac Île-de-France at the end of the period of residence.

Residency assistance is separate from project assistance and can therefore be combined.
