Lifelong arts and cultural education
Arts and Cultural Education (EAC) is often, and rightly so, associated with school audiences. The Ministry of National Education and its various components are indeed key partners of the Ministry of Culture for the implementation of the EAC. And young people in the 3-18 age group are a priority audience of the actions carried out.
To develop curiosity and critical thinking, to awaken to the world, to discover new artistic and cultural experiences, youth is indeed a privileged period of life. But it is not the only one! Thus, for several years, actions have gradually expanded towards all the populations of the territories.
To do this, the DRAC Hauts-de-France associates in particular to the actions carried out structures of a great diversity: cultural institutions such as libraries, health and social structures, institution working for the elderly, disability or isolated people, associative structures. But to work in the direction of all the populations is also to go to the front of them, favoring for example the roaming and going to meet them in the places where they live, work or meet: public space, commercial spaces, places of entertainment or work...
For whom?
For all children, adolescents and young adults in a given territory and, beyond, for their families and surroundings.
When?
In school time, extracurricular and out of school.
Where?
In the Hauts-de-France: on an intercommunality (community of communes, community
of agglomeration, urban community, factual grouping of communes, ...) in schools as, in the cultural, socio-cultural and educational structures of all the communes composing the territory.
In Aisne, Oise and Somme: on a department, an intercommunality or on a town with large population size.
With whom?
- A territorial collectivity (community of communes or agglomeration, etc.),
- The DRAC Hauts-de-France,
- The Rectorate of the Academy of Lille or the Rectorate of the Academy of Amiens,
- The Directions of the Departmental Services of National Education of Aisne, Nord, del'Oise, Pas-de-Calais or Somme,
- The regional council of Hauts-de-France,
- The departmental council of Aisne, Nord, Oise, Pas-de-Calais or Somme,
- The departmental direction of youth, sports and associative life of Aisne, Nord, Oise, Pas-de-Calais or Somme,
- The regional directorate of agriculture, food and forestry of Hauts-de-France,
- The politics of the city.
Why?
To create or support, within a large community, a collective and sustainable dynamic in favor of an artistic education shared by the greatest number.
To tend very concretely to the generalization of an organized proximity between children, adolescents, young people (but also families and entourage) and artists as well as with the works they generate.
To develop and/or renew artistic and cultural practices accompanied by youth.
To support the implementation of the artistic and cultural education pathway (PEAC) that must be guaranteed to each young person.
How?
Based on three key axes:
- The organization and harmonization of an existing local arts and cultural education with particular attention to innovation and permanent renewal in facilitating access to artistic and cultural works and resources, in artistic practices as well;
- The training of the many field actors involved in the collective project of arts education (teachers, educators, animators, cultural professionals, social action, mediators, etc.;
- The strong artistic presence can take, according to the CLEA and territories, very diverse forms ranging from the precise and circumscribed mission to the long-term residence-mission; By contracting for three years (contract renewable once).

For a regional, departmental or intercommunal network of professionals in charge or responsible for a specific public (teachers, educators, animators, cultural professionals, justice professionals, health professionals, professionals of territorial action, etc.).
When?
Throughout the year, for periods of 2 to 4 months.
Where?
In the establishments and practice sites of the professionals mentioned.
With whom?
- The D.R.A.C. Hauts-de-France;
- D.I.R.P.J.J. Far North;
- The policy of the city;
- The Lille Academy or the Amiens Academy;
- The D.R.J.S.C.S. Nord Pas-de-Calais Picardie or the D.D.J.S.C.S. de l’Aisne, du Nord, de l’Oise, du Pas-de-Calais or de la Somme;
- A.R.S. Hauts-de-France;
- The D.R.A.A.F. Hauts-de-France;
- Local authorities.
Why?
To allow each network of professionals concerned to enrich their action with an artistic presence by building with and from it sequences of diversified practices contributing to cultural democratization as well as artistic and cultural education.
How?
By specifically mobilizing, for these purposes, one or more artists, for a given period and in the form of a residency. This is based on calls for applications in most cases.
By federating around this artistic presence, the whole of a professional network. Whether it is at the regional, departmental or inter-municipal level.
By organizing in a concrete way the link, the exchange, the interactivity between the different institutions called to share this artistic presence.
It is an original device of diffusion of artistic impromptus, of short duration, which take place on territories, in places and at unusual moments.
For whom?
For all inhabitants of a territory.
When?
All year long.
Where?
In a wide variety of places intended for education (in schools as, in cultural, socio-cultural and educational structures, etc.) for dissemination, reception of the public (ESAT, EPHAD, etc.), in the public space, see in spaces that are generally not used for this purpose: shopping centres, stations, factories, etc.
With whom?
- A territorial collectivity (community of communes or agglomeration, etc.);
- The DRAC Hauts-de-France.
Why?
To amplify the artistic and cultural education dynamics already underway in a number of territories in the region or to stimulate this policy, which is being generalized, in other territories wishing to engage in it.
How?
This offer is complementary to the action that is deployed, within communities, within the framework of a convention with the State: local contract of artistic education (CLEA); a contract rural culture, a contract territory-reading (CTL) or a city or country of art and history (VPAH). However, it can be proposed to a community, preferably inter-communal, not yet concerned by one or the other of these conventionments but willing to commit to it in the short term.
It is a question of proposing to each requesting community, the diffusion through a territory of a set of 4 to 5 artistic moments carried by one of the partner teams.
We are talking here about impromptus rather than actual shows (or concerts or any other major artistic form) because each broadcast is short, rarely exceeding the hour and takes place systematically in unusual places and moments.
The primary objective is to offer these impromptus to audiences not necessarily customary places of culture, where they are in number and for other reasons than cultural (place of work, leisure, transport, management of daily life, service, conviviality, public space, local events, meetings, etc.). This variety of contexts implies a
character if not new at least systematically renewed of each of these impromptus.
The effect of surprise, without being an obligation, is often sought by the various actors of the program Par monts, par vaux et par plaines, as a parenthesis of enchantment or at least unexpected during the day of an unrestricted number of people.
