Culture helps to place the care journey in the life course of patients and participates in the implementation of a health policy as close as possible to the users, their practices and their needs. This is the idea that led to the development, throughout France, of partnerships between the world of culture and health.
The DRAC and ARS renew the partnership agreement that binds them, for a period of 3 years.Building on what has been done since 2007, this convention actively supports all health institutions that wish to develop artistic and cultural activities from the professional resources of the territory. Each year, institutions interested in the approach are invited to submit a dossier during the call for proposals. This year, 25 applications were accepted in different fields (performing arts, architecture, heritage, visual arts, museums, books and reading, cinema, music, digital practices) evenly distributed across the entire regional territory. 42 cultural partners or artists have partnered with health facilities to implement these projects.
The regional program Culture - Health supported 160 artistic and/or cultural projects, on the occasion of the eight successive calls for projects, since 2007. About 78% of the projects submitted were supported financially by the DRAC and the ARS. The sum of grants awarded jointly by the two administrations for all these projects since 2007 is €1,159,000. These are not less than 50 health facilities that have been supported since the inception of the program and approximately 85 cultural partners.
Since 2012, five health facilities have been contracted under the program. These three-year agreements aim to support and reinforce the inclusion of a major cultural policy in a health establishment project. The establishments concerned are: the CHRU of Lille, the EPSM of the Lille agglomeration, the GCS of the GHICL, the EPSM of Flanders and the hospital center of Douai.
The eighth Culture-Santé call for projects this year inaugurates a new partnership with the society of authors, composers and music publishers. Pilot, the Nord – Pas-de-Calais region is partnering with SACEM as part of its new centre dedicated to arts education, in order to promote the implementation of musical projects in the field of health. The new Culture-Santé Convention now provides for the possibility that social medical establishments welcoming children and adolescents under 20 enter the programwith the development of support specifically dedicated to them.
