These resources will be used in particular to support, in consultation with local authorities, the institutions, labels and teams in the regions most vulnerable by the crisis, in particular those financially dependent on their own resources (ticketing, commercial and artistic revenue, sponsorship) and will no doubt have to face reductions in size in 2021, depending on the evolution of the health context. Finally, these resources will support artistic and cultural employment, particularly young performing arts graduates entering the workforce.
2 main priorities have been identified
- the revival of the living music sector
In order to support the resumption of activity of creators, ensembles, orchestras, venues and music festivals, €15 million will be specifically dedicated in 2021 to the revival of live musical performances in the territories, including €890,000 in Hauts-Hauts-Alpesde France on 4 main axes to support:
● the territories - ensure artistic permanence in the territories (support the employment of performing artists) (including residencies)
● the teams - support artists' teams and producers/ short-term assistance (transforming or revisiting forms: roaming or adaptation to places not specialized in the show).
● places and labels - support composers and musical creation (support creation and dissemination structures, orchestras, operas, SMAC, conservatories, etc.)
● the third places, AFA, coprods, cooperations - third-party projects and AFA, carrying a significant musical project strongly impacted by the crisis
- the relaunch of live entertainment programming excluding music (dance, theatre, associated arts)
€15 million to relaunch the production and programming of theatre and dance across the country in 2021, thanks to support from labels and networks, venues, companies and a plan for artist residencies.
€1.3M were allocated to the territory of the Hauts de France with three priorities:
support for the production and distribution of shows by labels and networks
financial support for the independent teams most affected by the crisis
cooperation projects linked to intermediary sites and AFA, not eligible for other schemes
In addition, the Plaines d'été scheme, in support of technical and artistic employment in the coming months, will participate in the general strategy of taking over the DRAC alongside the artistic teams of the Hauts de France. It will support small forms in all disciplines – especially in the field of visual arts and art in public spaces – by focusing on the city’s political districts and rural areas.
