What is the SAT 2 Pact?
The Pact for the success of the Sambre-Avesnois-Thiérache (SAT) was signed at Sars-Poteries, in the heart of the territory, on November 7, 2018 in the presence of the President of the Republic. It was built around three ambitions:
- Accompany the implementation of movement territorial
- Ensure theblossoming of its inhabitants
- Amplify the valuation of its riches.
The SAT Pact concerns the districts of Avesnes-sur-Helpe and Vervins and involves the 8 signatory inter-municipalities, 311 municipalities straddling the two departments of North and Aisne. It frees itself from traditional administrative organizations by federating two departments.
The result of an unprecedented partnership of territories between the State and local authorities, the Pact aims to repair tool but also preparation for the future of the territory, relying on all its living forces and responding to the needs and aspirations of local populations to change their daily lives in concrete ways.
The SAT Pact was renewed over the period 2021-2024 and signed on 19 November 2021: this second component is called «SAT Pact 2».
Culture component of the SAT 2 Pact
The culture component of the SAT 2 Pact was presented by Hilaire Multon, Regional Director of Cultural Affairs Hauts-de-France, and the services of the DRAC at the steering committee of January 6, 2023 which was devoted to it in Aulnoye-Aymeries.
To improve access to culture, enhance heritage and implement a coordinated cultural and tourism strategy, the action and support of the DRAC under the SAT 2 Pact aims to:
- Develop the number of public reading equipment on the territory and support the territories under a territory reading contract (CTL);
- Promote access to culture under local arts education contracts (CLEA) and rural culture contracts (CCR);
- Continue the deployment of microfolies, digital museums that allow participants to access many works from major museums or historic sites;
- Accompany the creation and the development of the Aulnoye-Aymeries Centre for Contemporary Cultures ;
- Renovate the Manège National Stage (listed in the 2021-2027 State-Region Plan Contract);
- Restoring the Historical Monuments a territory with an important heritage, with a strong rural but also industrial dominance (inscribed in the 2021-2027 State-Region Plan Contract);
- Ensure the coordination of museums territorial.
