Proposed by the Regional Directorate of Cultural Affairs Hauts-de-France in partnership with the National Education, This system is part of a desire to promote access to culture to the greatest number, taking into account the singularities and peculiarities of rural territories.
After a first crop-rural contract signed in 2017, recognized by the State for the quality of its approach and leading to the obtaining of a label «100 % EAC», the Community of communes Val de l'Aisne (CCVA) wishes once again to involve the partners of the territory in the development of a strong cultural dynamic.
Thierry Routier, President of the Val de l'Aisne Community of Communes, Raphaël Muller, rector of the Academy of Amiens and Hilaire Multon, Regional Director of Cultural Affairs, met on Friday, March 31, 2023 at Gaston Costeaux elementary school in Braine to sign a new culture-rurality agreement in the presence of the mayor of the Commune, François Rampelberg, the director of the departmental services of the National Education of Aisne, Catherine Albaric-Delpech and the principal of the school, Emmanuel Belhomme.
It supports territorial, structuring and federating projects for coherent actions involving the inhabitants and mainly young people in the artistic and cultural education pathway. It thus participates in the cultural development of the territory in connection with local authorities.
This highlight was marked by the presentation of past and current residences that also led this territory to obtain the label «100% EAC», that of the work carried out by students of the school and college Alan Seeger of Vailly-on-Aisne and an exchange with representatives of the rural home and rural mayors who hosted residence-mission times.
CULTURE-RURAL CONTRACTS: WHAT AMBITIONS?
The culture-rural contracts aim to develop a concerted policy in favour of artistic education and territorial cultural action in rural areas. These contracts bring together the public institutions of intercommunal cooperation (EPCI), the State services, and their partners, in dialogue with the cultural, educational, educational and social actors of the territory, inviting artists of all artistic fields to meet the inhabitants, in all their time of life.
This dynamic contractual partnership is organized around artistic and cultural education projects defined in each territory in connection with all the actors that compose it. The culture-rurality contracts also allow the exploration of issues specific to rurality with the selected artists.
THE "100% EAC" LABEL
The “100% EAC” label, created in 2021, distinguishes the communities involved in a project to offer a quality artistic and cultural education to all young people in their territory. This label is awarded by the regional prefect and the rector of the academy for a period of five years renewable after notice of the decentralized services.
The label «100 % EAC» drives a national dynamic to improve the visibility of the commitment of communities in favor of artistic and cultural education.
