Registered site
A listed site is a natural or built area of artistic, historical, scientific, legendary or picturesque character that requires preservation.
The procedure may be initiated by State departments (DREAL, STAP), local authorities, associations, individuals, etc. The inscription is pronounced by decree of the Minister in charge of the sites. At the registered site, the administration must be informed at least 4 months in advance of the work projects. The Architect of the Buildings of France gives a simple opinion, except for demolition permits which require a assent.
Classified site
A classified site is a site of artistic, historical, scientific, legendary or picturesque character, the quality of which, in the name of the general interest, calls for the preservation of the condition and the preservation of any serious damage. The classification refers to natural or built areas, whatever their extent. This procedure is widely used in the protection of a "landscape", considered remarkable or exceptional.
The procedure can be initiated by government departments, local authorities, associations, individuals ..., The file is then examined by the Regional Directorate of Ecology of Planning and Housing. The classification occurs by order of the Minister in charge of the sites or by decree in the Council of State (according to the number and the opinion of the owners concerned).
In classified sites, all work likely to change the state of the site or the appearance of the sites (for example, work covered by the building permit) is subject to special prior authorisation by the Ministry in charge of the sites, after consulting the DREAL, the DRAC (Territorial Service of Architecture and Heritage of the department concerned) and the Departmental Commission of Nature, Landscapes and Sites (CDNPS). The authorization is decentralized to the Prefect of department for less important works.
