The Regional Directorate for Cultural Affairs is closely linked to local authorities and many other partners in a policy of public procurement that is rich in both the number of projects and the quality of the projects.
The public order
The public order initiated in 1983 which shows the will of the State, associated with multiple partners (local authorities, public institutions or private partners), to contribute to the enrichment of the living environment and the development of the national heritage, by the presence of works of art outside the only institutions specialized in the field of contemporary art. It also aims to provide artists with a tool allowing them to carry out projects whose scope, stakes or dimension require unusual means.
Whether through the DRAC or the Centre national des arts plastiques (CNAP), this support for the creation of the Ministry of Culture and Communication, meets the challenges of expanding contemporary art audiences and encouraging artists to create new and exceptional works.
The 1% artistic
The 1% artistic in public constructions, expression of the public will of support the creation and of make our fellow citizens aware of art of our time, the «obligation of decoration of public constructions», commonly known as «1% artistic» is a specific procedure for ordering works to artists that is imposed on the State, its public institutions and local authorities. Since 1951, this initiative has resulted in more than 12,300 projects across the country, involving more than 4,000 artists. By the typology of the equipment concerned (school buildings, police stations, courthouses...), the «1% artistic» reaches a very large audience and is not necessarily familiar with the exhibition places.
The procedure is provided for by Article 71 of the French Procurement Code, which is governed by Decree No. 2002-677 of 29 April 2002, consolidated on 02 December 2012 and accompanied by a circular from the Minister of Culture and Communication.
