Culture and Justice in Mayotte
For more than twenty years, the Ministry of Culture and the Ministry of Justice have been conducting a common policy aimed at the public under the control of justice, minors and adults, persons detained or followed in an open environment. The protocol signed on 30 March 2009 reaffirms that access to culture is a right for all persons placed under the control of justice as access to education or health. Culture is a vector of personal upgrading, and school, professional and social integration. It can also be considered as contributing to the prevention of recurrence.
The Mayotte Directorate of Cultural Affairs (DAC Mayotte), the Service pénitentiaire d'insertion et de probation (SPIP) de La Réunion/Mayotte and the Territorial Directorate of Judicial Protection of Youth (PJJ) decided to combine their efforts to implement a cultural development policy in prisons and with young people supported by the PJJ.
DAC Mayotte, SPIP and PJJ decided, within the framework of a Culture-Justice framework convention signed on February 28, 2013, to set up a partnership aimed at strengthening cultural action in prisons, promoting its coordination and readability. This common policy must help to support integration measures for people under the control of the judiciary. It is structured around five axes:
- the development of specific cultural activities in prisons aimed at reaching the greatest number of prisoners;
- the development of reading and language skills;
- strengthening links with artistic networks;
- the registration of prisons in national/local cultural events;
- valorization outside of prison activities.
