What is support for cultural support schemes?
The call for projects "Support for accompanying schemes for culture" aims to strengthen the training and support offered by the schemes who support project leaders and cultural entrepreneurs, with a view to their professionalization and the structuring of their business or activity. The accompanying arrangements are various: incubators, incubators, accelerators, business incubators, co-working spaces (co-working), clusters of companies (cluster), third places, Cooperative of activities and employment (CAE), Territorial poles of economic cooperation (PTCE), Employers' groups (GE) or professional networks and resource centres.
The term training is understood in the broad sense. This may include group training, individual interviews, workshops, Masterclasscoaching or mentoring, as well as the production of accessible content (paper or video resources).
Objectives of the approach
This call for projects aims to respond precisely to the expectations and needs of project leaders and cultural entrepreneurs, including:
- training in business creation
- learn business management and management
- receive advice on legal, accounting, tax, social and commercial issues for the proper development of his project
- break the isolation of the entrepreneur
- share experiences and best practices among peers
- easy and flexible access to professional premises
- enable the pooling of services, resources and/or jobs
- support social, solidarity or managerial innovation
The objective is, finally, toencourage collaboration between support mechanisms, at local, regional or national level, notably through the establishment of joint training courses, thus promoting the exchange and networking of devices and entrepreneurs.

Commercial, associative or cooperative structures of public or private initiative and public institutions that support the professionalization of project leaders and entrepreneurs as well as the structuring of their activity or company (commercial, associative or cooperative structures), and which target, exclusively or not, the sectors falling within the competence of the Ministry of Culture can file a file.
The support structure must imperatively:
- be a commercial, associative or cooperative structure, of public or private initiative, or a public institution that accompanies the professionalization of project leaders and entrepreneurs as well as the structuring of their activity or company (commercial, associative or cooperative structures), and which targets, whether or not exclusively, the sectors falling within the competence of the Ministry of Culture
- be established in France
- justify the regularity of its position with regard to tax administrations and social security bodies, as well as other social bodies to which the employees belong
The eligible expenditure concerns only the costs related to the training of beneficiaries (project leaders and entrepreneurs) of the support schemes: mainly the remuneration of internal or external trainers and/or the costs of producing content or training tools. This involves enriching existing support programmes and/or creating new support programmes.
Efforts to obtain quality certification (Qualiopi, Datadock, ISO 9001, etc.) will be encouraged. Thus, 50% of the costs of obtaining these certifications will now be part of the eligible expenses of the AAP.
Expenditure not eligible for the call for projects is:
- structural costs, including rents and rental charges
- the other operating costs of the support system
- administrative management expenses, including administrative staff costs
- voluntary contributions and volunteering
Procedure
The 2023 call for projects is allocated €600,000 per year over three years.
The Ministry will be able to finance 50% of the eligible expenditure of the accompanying programme presented, between €5,000 and €30,000 maximum per year over three years.
Eligible projects will be examined by a selection committee composed of representatives of the Ministry of Culture and qualified personalities.
The Director General of Media and Cultural Industries will award the aid after the opinion of the selection committee.
The grant will be paid in three instalments (2023, 2024, 2025) after the conclusion of an agreement between the State and the beneficiary, including the objectives and terms of payment of the aid. In year 2 and 3 of the Convention, the payment of aid will be made subject to the study of the annual qualitative and quantitative balance sheet of the actions carried out to date.
The greatest attention will be paid to:
- the relevance and adaptation of the support offer to the needs of entrepreneurs in the cultural sector
- the quality of the application: presentation and clarity of the request
- the expertise and experience of trainers
- the experience of the support system and its managers
- the proposed pedagogy
- the means implemented to ensure the advice and/or training of their beneficiaries
- the governance
- partnerships formed
- For the structures already benefiting, the qualitative and quantitative assessment of the actions carried out to date
- Opening of the filing: 25 August 2023.
- Application deadline: 25 September 2023, 23:59 (Paris time). No application may be filed or considered after that date.

104factory is the only start-up incubator at the crossroads of culture, research and innovation in an artistic and cultural place, the CENTQUATRE-PARIS. Its objectives are to:
- Promote the creation of innovative, ambitious and sustainable start-ups in the Cultural and Creative Industries.
- Contribute to the dynamics of economic, social and urban development of a district of city politics.
- Training in entrepreneurship profiles of project leaders less represented in the traditional sectors of entrepreneurship (women and project leaders from the creative and research sectors).
- Develop a new culture of innovation by bringing together the worlds of business, artistic creation and research in a logic of experimentation.
