What is aid for pluralism of online media services?
Support for pluralism of online media services was created by the Decree No. 2021-16666 of 15 December 2021.
A fully online press service is a press title distributed exclusively electronically, with no declination on a printed format. The aid benefits press companies publishing one or more recognised online political and general information services (IPG) (Article 2 of the decree of 29 October 2009).
Support for pluralism of online political and general news services aims to support these press services in order to encourage the development of their editorial activity, to guarantee the sustainability of their economic model and to allow access to a quality press and pluralism of ideas. The scheme targets all types of offers: paid, free or mixed.
This grant is based on the amount of the media’s editorial expenses to enable media companies to offer reliable and quality online information that meets new digital models. In order to encourage titles that generate a financial commitment from their readers and seek to meet the concern of independence of the press, a bonus is granted according to the number of paying subscribers. Finally, a financial supplement is awarded to companies created less than three years ago publishing an online press service created less than three years ago.
Am I concerned by this approach?
Assistance is provided to online media services that:
- Be an online press service recognised by IPG by the Joint Committee on Publications and News Agencies (CPPAP)
- To be an online press service published by a press company which can prove a closed accounting period covering the calendar year preceding the year of allocation of the aid.
No aid may be paid to press services while online:
- The contents of which gave rise to a conviction of the Director of the publication which became final in the five years preceding the application for aid, pursuant to the articles 24 or 24 bis the Press Freedom Act of 29 July 1881;
- Who do not meet the conditions set out in the first paragraph of section 30 of Decree No. 55-486 of 30 April 1955*;
- Who benefited in the same year from the allocation of aid under the fund to support local social information media governed by the Decree No. 2016-511 of 26 April 2016 ;
- Who benefited the same year from the allocation of another aid for pluralism.
*Article 30, paragraph 1 of the decree of 30 April 1955: "Natural or legal persons who apply for the award of grants, loans and guarantees of an economic or social nature provided for by the legislation and regulations in force will have to prove their regularity, both with regard to the bodies responsible for the management of social security services and with regard to the authorities responsible for collecting taxes."
Procedure
The amount of the grant is 4 M euros, for a hundred expected beneficiaries.
The grant takes the form of operating aid. It is allocated annually to each publishing structure on behalf of its press service (s) all online. It is paid in one go.
The grant consists of an aid, a subsidy and a financial supplement. The Director General of Media and Cultural Industries shall decide each year on the allocation allocated to each of these components, within the limits of the appropriations available.
*Help*
A unit subsidy rate shall be calculated by dividing the appropriations available by the total amount of editorial expenditure in the financial year preceding the year in which the aid is granted by all eligible online press services.
The aid allocated to each online press service shall be calculated by multiplying the unit subsidy rate by the amount of editorial expenses incurred by the online press company on behalf of the online press service in the preceding financial year the year in which the aid was granted.
*Bonus*
This is granted to online press services whose annual subscription sales price is between 30% and 160% of the average annual subscription sales price of all IPG online press services, observed in the calendar year preceding the aid year.
A unit subsidy rate shall be calculated by dividing the available credits by the number of paying subscribers, declared in the financial year preceding the year in which the aid is granted, by all eligible online news services.
The subsidy allocated to each online press service is calculated by multiplying the unit subsidy rate by the number of paying subscribers, as reported by the online press service in the fiscal year preceding the year in which the aid is granted.
The Director-General of Media and Cultural Industries sets an annual subscriber threshold above which the unit subsidy rate is cut by 100%.
*Financial Complement*
A financial supplement is awarded to online press companies set up less than three years ago, publishing an all-online press service set up less than three years before the aid year.
The supplement is calculated by dividing the available credits by the number of online press services eligible for the supplement.
*Cap*
For online press companies established more than three years ago, publishing an all-online press service established more than three years ago at the date of the aid award, the amount of the aid allocated may not exceed 25% of the total revenue of the online press service, excluding public subsidies, in the financial year preceding the year in which the aid is granted.
The amount of the aid allocated to an online press undertaking publishing one or more online press services may not exceed 30% of its operating expenses for the financial year corresponding to the year in which the aid was granted.

- Application deadline: 31 May 2024, 23:59 (Paris time). No file may be filed or taken into account after this date.
