The distribution of written press to subscribers can be done either by La Poste – or the postal operator concerned in the overseas communities – or by portage networks. The Ministry of Culture supports, through a grant, this distribution as part of its contribution to the information of citizens and the dissemination of currents of thought and opinions.

What is copy assistance for press titles posted or worn?
The copying aid for press titles posted or worn is intended to support the distribution of printed press to its subscribers. It provides greater visibility to the entire sector. It was established by the Decree no. 2023-132 of 24 February 2023, which repeals the press portage fund and replaces:
- the "targeted" postal rates provided for in the postal and electronic communications code
- the assistance provided under the Press Portage Fund.
The copy aid for press titles posted or worn benefits the press publishers. It is divided into two sections:
First section: press releases posted
The press titles posted are press publications whose distribution is carried out by the postal operator in charge of the public transport service and press distribution mission, meeting the criteria laid down by the Articles D. 18 to D. 28 of the Post and Electronic Communications Code.
The copy aid for published press titles is allocated individually to the press publishers who request it.
Second section: press headlines
Porting is the mode of distribution of the press consisting in delivering copies of each issue of a publication by any means other than that of the public service for the transport and distribution of the press and the universal postal service carried out by the postal operator. Copies of a publication are delivered to the home of the purchaser who has subscribed to a paid subscription, whether it is individual, collected or collective. A subscription collected is an individual subscription subscribed and paid by the recipient, through a collector.
The porting activity can be performed by the press editor on its own behalf or by a porting network on behalf of third parties. A porting network is a legal person governed by private law whose activity consists in organizing, on behalf of one or more press publishers, the porting of publications.
The aid per copy for worn press titles is allocated individually and annually to the press publishers who request it.
Objectives of the approach
The copy aid for press titles posted or worn is intended to support more consistent press dissemination between means of distribution and more readable and predictable for press publishers.
This aid is also intended to promote an optimal distribution of press distribution to subscribers by La Poste and the various portage networks.

Copy aid for press titles posted or worn
Copy assistance for press titles posted or worn benefits from:
- Publications recognised for political and general information (IPG) by the Joint Commission on Publications and News Agencies (CPPAP) with a maximum weekly periodicity Article D. 19-2 the Post Code and Electronic Communications.
- daily newspapers that regularly provide information and comments on current events in all sports.
Publications posted or ported are concerned:
- on national territory
- at the home of the buyer who has subscribed to an individual, collected or collective subscription
Copy Help for Posted Press Titles
Supplements to political and general information (IPG) are eligible the copy aid for press titles mailed on condition that they are mailed independently of their parent publication and the copy aid for press titles carried.
A supplement to a periodical article corresponds to any publication detached from that article which appears regularly (Article D. 27 of the Post and Electronic Communications Code)
Eligible supplements are weekly supplements to daily publications.
The company requesting assistance must also be up to date with its tax and social obligations.
Copies of press publications distributed by portage networks which have not concluded an agreement with the State of (mentioned in Article 2 of the aforementioned decree) are not eligible for the copy aid for the press titles carried.
Copies delivered to air transport companies are not eligible.
Proceeding
The total grant amount will be:
- For press releases posted: €72.2 million (distributed among approximately 400 publications)
- For press headlines: €32.7 million (distributed among approximately 100 publications)

The amount of aid granted shall be determined by multiplying the number of postal objects distributed as part of the public service mission of the postal operator’s press transport and distribution by the scale set out in Annex 1 to the aforementioned Decree. Each month, the postal operator pays the beneficiary an advance for the copy aid for the press titles posted.

The amount of the aid per copy for the press titles carried is determined by multiplying the number of copies distributed by way of portage during the calendar year preceding that of the application by the scale set out in Appendix 2 to the aforementioned decree. The aid is paid once a year.

The amount of aid paid depends on the number of copies distributed by post in year N.
The postal operator shall pay an advance to the beneficiary each month.

The amount of assistance paid depends on the number of copies distributed per portage in the N-1 calendar year.
The aid is paid to the beneficiary once a year.

- Opening of the deposit of files: 24 May 2023.
- Application deadline: June 30, 2023, 11:59 pm (Paris time) subject to the publication of the order provided for in Article 7 of the aid decree. No file may be filed or considered after this date.
