What is the "Exhibition of National Interest" (EIN) label?
This call for projects was created in 1999 to allow territorial museums to organize major exhibitions and to conduct a quality cultural and educational policy for different audiences.
Objectives of the approach
Supporting the Museums of France
Selected according to their scientific quality and the innovative nature of the cultural mediation actions that accompany them, exhibitions of national interest are part of the Ministry of Culture’s public outreach and outreach policy.
Strengthen the tourist and cultural attractiveness
They also participate in the territorial action policy of the Ministry of Culture and are also an opportunity to highlight the partnerships established between museums in France (exhibition roaming, co-production, loans), but also with the national museums in order to facilitate and promote the circulation of works from the national collections within the territories, as close as possible to the audiences who are distant from them.
Am I concerned by this approach?
- Associations
- Communes
- Departments
- EPCI with own taxation
- Regions
The applicant museum must benefit from the name "Musée de France".
CE and NCA are not eligible.
The allocation of aid is subject to several criteria:
- Any museum in the region benefiting from the Musée de France designation and whose collections do not belong to the State or its public institutions may apply.
- The exhibition project of national interest must be carried by a museum of France with scientific supervision and a public service.
Eligible expenditure:
- Preparation and design of the exhibition;
- Museography;
- Cultural action policy, evaluation of the exhibition: public knowledge, reception study;
- Publications.
Procedure
The amount of the subsidy is calculated according to a variable percentage. It is paid by the DRAC/DAC/DCJS/MAC after notification and return of the agreement.
In the last ten years, the average participation rate has been 6-10% of the project budget. The amount of the aid has spread over the last 10 years between 4000 and 30000€.
The selected project is the subject of an agreement between the community or the private non-profit legal person carrying the exhibition project, and the Ministry of Culture, represented by the regional prefect, regional director of cultural affairs.
The exhibition label of national interest may in certain cases be accompanied by a grant provided for by the convention and paid by the DRAC/DAC/DCJS/MAC. The label can also be applied for and obtained without subsidies.
The scientific dimension of the exhibition
It is a question of highlighting its scientific importance, its interest in the light of current knowledge, known publications. The scientific nature of the exposure is assessed by:
- its originality (subject, title, etc.);
- works or documents exhibited (quality, number, provenance);
- its museographic development;
- its insertion in a medium or long-term programming (exhibition inserted in a PSC, in a given theme);
- works that it has generated and which result in a catalog (authors, composition, articles and chapters, notices, reproductions...), a symposium, conferences...
Target audiences and mediation mechanisms
These are:
- characterize the original and innovative character of the public policy implemented to accompany the exhibition;
- identify what is being done to broaden and diversify audiences, particularly those in situations of economic and social fragility or exclusion and young people;
- will pay attention to the innovative dimension of mediation mechanisms and tools,
- be attentive to the methods of evaluation or survey to better know the public and measure their satisfaction;
- report on tariff measures.
The national interest
This interest lies in the importance, originality and novelty of the subject, in the importance of the resources allocated to museography, catalogue, communication and public policy. The exhibition concerns a subject of history, art history, archaeology, society, the history of science or natural sciences, etc. that goes beyond the strictly local context, or whose local interest may extend to the national or even universal interest. In addition, the exhibition must implement and promote collaboration with other museums in France and institutions (co-production, itineraries or multi-site presentations, loans from national museums...).
The call for applications is issued every year by the decentralized services of the Ministry of Culture, before the summer, for the following year. The decentralised service collects applications, studies the candidate projects and forwards them to headquarters with a detailed opinion.
The final decision rests with the prefect/decentralised service.
