What is aid for national political and general information publications with low advertising resources?
Aid for national political and general information publications with low advertising resources is intended to support titles which structurally benefit from low advertising revenues in view of their editorial positioning and titles which cross in a cyclical financial difficulties.
Support for national political and general information publications with limited advertising resources is divided into two sections:
- The aid granted under the first section benefits publications which meet certain conditions relating to the average selling price, circulation and circulation and, finally, the percentage of advertising revenue in their total revenue (less than 25%).
- Aid under the second section shall benefit publications which have received aid under the first section for at least three years but are no longer eligible because of their advertising revenue, and whose advertising revenues represent less than 35% of the company’s total revenues. A publication may only benefit from the aid paid under the 2nd section for a maximum of 3 years. A security losing the benefit of the 2nd section during one of these 3 years may claim the benefit of the 1st section if it meets the conditions.
Am I concerned by this approach?
The aid shall be reserved for national publications of weekly to quarterly frequency recognized by the Joint Committee on Publications and News Agencies as being of a political and general information nature.
The IPG qualification corresponds to the letter "C" of the CPPAP number for weeklies and to the letter "D" of the CPPAP number for other periodicities.
Eligibility criteria vary slightly between sections:
*Section 1*
- For weeklies, bimonthly and monthly: have a sales price at number less than 130% of the average sales price weighted by the annual distribution in France of political and general information titles of the same periodicity, that average selling price is calculated on the basis of the selling price on 1 January of the year in which the aid is granted;
- For bimonthly and quarterly: have a sales price at number less than 160% of the average price weighted by the annual distribution in France of political and general information titles of the same periodicity, that average selling price is calculated on the basis of the selling price on 1 January of the year in which the aid is granted;
- Have an average paid circulation in France that did not exceed 300,000 copies in the fiscal year prior to the year of aid award;
- Have advertising revenues that represented less than 25% of total revenues.
*Section 2*
- Have received aid under the 1st section for at least 3 years;
- For weeklies, fortnightly and monthly: have a sales price at the number below 130% of the average sales price weighted by the annual distribution in France of political and general information titles of the same periodicity;
- For bimonthly and quarterly: have a sales price at number less than 160% of the average price weighted by the annual distribution in France of political and general information titles of the same periodicity;
- Have an average paid circulation in France that did not exceed 300,000 copies in the fiscal year prior to the year of aid award;
- Have advertising revenues that represented less than 35% of total revenues.
No aid may be paid to publications:
- the contents of which gave rise to a conviction of the Director of the publication which became final in the five years preceding the application for aid, pursuant to articles 24 or 24 bis the Press Freedom Act of 29 July 1881;
- that do not meet the conditions set out in the first paragraph of section 30 of Decree No. 55-486 of 30 April 1955*;
- which have received aid for the journals of the Central national du livre in the financial year preceding the year in which the aid was granted.
* Article 30, paragraph 1 of the Decree 30 April 1955: "Natural or legal persons who apply for the award of grants, premiums, loans and guarantees of an economic or social nature provided for by the legislation and regulations in force must prove the regularity of the situation, both with regard to the bodies responsible for managing social security services and with regard to the administrations responsible for collecting taxes".
Procedure
It amounts to EUR 4 million, distributed among approximately 55 beneficiaries.
The grant takes the form of operating aid. It is allocated annually to each publishing structure on behalf of its publication(s). It is paid in one go, in the fall.
Help is divided into two sections. The allocation of funds between these sections is made by the Director General of Media and Cultural Industries. This distribution ensures that the aid granted to each undertaking under Section 2 is degressive.
A unit subsidy rate shall be determined for the payment of aid under each section. This unit rate shall be obtained by dividing the appropriations available under each section by the number of copies actually sold in the financial year preceding the year in which the aid is granted by all the securities eligible under that section.
For each section, the aid allocated to each eligible publication shall be equal to the unit subsidy rate multiplied by the number of copies actually sold by that publication in the financial year preceding the year in which the aid is granted. The rate is cut by 50% between 1 and 2 million copies and 100% beyond two million copies.
The amount of aid allocated to a publication may not exceed 25% of its total revenue, excluding public subsidies, in the financial year preceding the year in which the aid is granted.
The amount of aid allocated to a publication may not be less than €1,500.
The amount of aid allocated to a publishing undertaking in respect of one or more publications may not exceed 30% of its operating expenses for the financial year corresponding to the year in which the aid was granted. In the event of an overpayment, the deduction shall be deducted from the aid paid to the beneficiary for the following year, or, failing this, the corresponding amount shall be recovered by the issue of a collection voucher.
