What is support for the employment and dissemination of the French language?
"Language of the Republic" under the Constitution, the French language is a common good, a pledge of unity that unites our fellow citizens, but also the entire francophone community in the world. In France itself, a "right to French" is guaranteed by the legal framework defined by the Toubon Law of 4 August 1994. All areas of our society, on a daily basis, are concerned: public services, education, research, companies, the world of work, consumption, media or advertising, etc.
Support for the employment and dissemination of the French language aims to promote the presence of French in life economic, social, cultural and scientific, especially when this presence constitutes an issue of economic development, social cohesion, accessibility or attractiveness of our country, or when it allows a strengthening of Francophone solidarity.
For example, the support of the Direction générale de la langue française et des langues de France (DGLFLF) may be requested for initiatives that contribute to the implementation of francophone or multilingual language strategies in institutions or companies, for projects promoting the dissemination of scientific and technical knowledge in French in a logic of North/South solidarity and better transmission to students and society as a whole.
Faced with the ease or impoverishment represented by the systematic use of a single language of international communication and exchange, the DGLFLF wishes to be able to support initiatives in favour of the presence of French - with other languages -, in France, in Europe or in the world. This support comes as soon as the action envisaged pursues an exemplary objective, aiming at a significant impact, or presents a "leverage effect" likely to allow or promote the use of our language in all circumstances, if necessary, in a plurilingual approach. This support can also be applied to events (symposiums, seminars, etc.) that are intended to reflect on these issues or that propose to illustrate scientific and technical expression in French as the understanding in "more than one language".
With regard to higher education and research, the DGLFLF also wishes to support work or the development of tools promoting the production, dissemination and "discoverability" online knowledge and data in French and in all languages.

The support system is aimed primarily at institutions, associations, professional organizations whose essential mission – study or promotion – applies to social issues, economic and linguistic presence of the French language and other languages in all areas of society.
Work and meetings requiring translation and interpretation may be eligible for support, as long as the costs are shared and the meetings, by their subject, their political importance and their expected impact, present a priority dimension for the DGLFLF.
Projects and actions organized in France are intended to be studied by the DGLFLF, which may, if necessary, invite project leaders to request the support of decentralized services of the Ministry of Culture (DRAC, DAC) or its public institutions. Projects and actions organized abroad will be treated with the French cultural and diplomatic network (Ministry of Europe and Foreign Affairs).
Projects that do not concern the French language itself or its relations with other languages are not eligible.
The subsidy may cover all or part of capital, operating or personnel costs directly related to the project submitted.
As part of a multi-year project, the grant has an incentive character and the initial support of the DGLFLF is provided to promote a leverage effect allowing to collect other participations or to allow the organization carrying the project to quickly achieve results giving it the means to its financial autonomy.
Procedure
The overall annual budget for the Employment and Dissemination of the French Language mission is approximately €425,000. The median amount of grants awarded is €5,000.
The amount of the grant is determined according to the nature and quality of the project, and according to the estimated budget of realization.
The grant is paid out in one go.
Projects with a regional dimension should be addressed in priority to the Ministry’s decentralised services: Regional Directorates for Cultural Affairs (Metropolitan France), Cultural Affairs Directorates (Guadeloupe, Martinique, Mayotte, La Réunion), DCJS of French Guiana, cultural affairs missions (Saint-Pierre-et-Miquelon, New Caledonia, French Polynesia).
The assessment of eligibility and the advisability of supporting a project takes place in two stages:
- on written request, accompanied by a precise description of the project, the intended audience, the modalities of action and the expected results
- after expert appraisal of the project, with regard to its feasibility, impact and compatibility with the general policy objectives of the Ministry and the DGLFLF as regards the presence of French
The service will also be sensitive to:
- innovative or structuring projects
- networking of partners
- intervention in areas critical to the presence of the French language
- importance of the public or users concerned
Projects or planned actions with open access renderings or deliverables will be considered as a priority.
The grants awarded by the DGLFLF are awarded on an annual basis, meaning that they can be applied for throughout the year. However, to secure projects and facilitate annual programming, grant applications can be submitted before the beginning of the budget year.
A report or a progress point of the project or actions carried out must be sent no later than one year after the payment of the grant.

- the association The Conversation France, in support of its efforts to disseminate knowledge in French
- the European Observatory for Multilingualism, in support of its actions for multilingualism and linguistic diversity
- the association La Caravane des dix mots, which coordinates a network of artistic projects on the sharing of the French language in the world and the organization of the First Biennial of Languages
- UAR 5638 Mathdoc and its publishing infrastructure Centre Mersenne Centre Mersenne (CNRS) in support of the creation of a platform for automatic translation of scientific texts
