The General Delegation for Transmission, Territories and Cultural Democracy defines, coordinates and evaluates the State’s policy aimed at guaranteeing the participation and access of all inhabitants to cultural life, while respecting cultural rights.
It develops and coordinates the ministry’s policy on arts and cultural education. It ensures the development of amateur practices. It engages and promotes innovative actions in terms of participation in cultural life.
It develops the ministerial policy on disability, in conjunction with the General Secretariat.
It participates in the development of territorial cultural policies and coordinates initiatives to strengthen cultural planning of the territory, in partnership with local authorities.
Develops and coordinates the departmental higher education strategy. As such, it contributes to the management of cross-cutting issues identified in higher education policies. She leads, in connection with the directorates, the research policy in the field of competence of the ministry.
She leads the ministry’s policy on the dissemination of scientific and technical culture.
It ensures the analysis of economic models, particularly those of operators.
It contributes, as far as it is concerned, to human resources policy and management as well as to strategy and budgetary management. It ensures the animation of decentralized services and operators in its field of competence and supervises the organizations under its scope.
