An ambitious and voluntary policy of modernization of the State has been implemented for two years. The objective pursued in all ministries is known: it is a question, following a clearly defined method, of assessing the relevance of the missions of the State and the public institutions that depend on them, as well as the effectiveness with which these missions are fulfilled, in order to improve the service provided to the user without ignoring a context of budgetary constraints.
As part of this process, all the missions of the Ministry of Culture and Communication have been confirmed.
The reform of the central administration, initiated eighteen months ago, is being completed. The other reform projects decided in December 2007 and June 2008 have also almost all been completed.
As planned, the efforts made by the State have been applied to public institutions for a year. This modernization process has caused concern among the staff of some of the 88 institutions under the supervision of the Ministry of Culture and Communication.
If the Louvre was able to reopen this morning, five establishments are still completely or partially closed, especially for security reasons. The rate of strikers on the entire ministry is 1.5% and 1.82% for public institutions.
However, the Minister remains very attentive to the concern of the agents. Their representatives were received several times and whenever they wished, including by the Minister. On each occasion, its determination to achieve the government’s objective ofthe replacement of one in two retirements and its willingness to engage them in dialogue and negotiations within each institution on how to implement this necessary reform.
The Minister hopes that the next resumption of a serene dialogue will allow visitors to find the path of our cultural institutions.
