Labels of Independent Reference Bookshop and Reference Bookshop
The labels of Independent Reference Library (LiR) and Reference Library (LR) are intended to support and enhance the selection work, and cultural activities carried out by independent bookshops which play a decisive role in promoting editorial diversity and participate in regional planning.
Valid for a period of three years, these labels are granted by the minister responsible for culture, on the report of the president of the National Book Centre (CNL), after deliberation by a commission composed of book professionals and representatives of the State and local authorities, which is responsible for examining and issuing an opinion on each label application, in view of the eligibility criteria set by decree no. 2011-993 of 23 August 2011 relating to the reference bookshop label and the reference independent bookshop label.
These labels allow bookstores that obtain it:
- to promote the quality of reception, services and assortment to their clients and their institutional or private partners;
- benefit from more favourable commercial terms from certain suppliers;
- apply for a grant under the CNL aid scheme for the development of funds in bookshops (VAL aid).
Finally, the General Tax Code (Article 1664-I) provides that the beneficiaries of the label of Independent Reference Bookshop may benefit, subject to deliberation by the competent local authorities (municipalities or communities of municipalities, departments and regions), an exemption from contributions (CFE and CVAE) which make up the territorial economic contribution (CET). This request for exemption must be affected by bookshops labelled with the communities to which they belong.
