The Territorial Contract of Artistic and Cultural Education (CTEAC) associates the Community of Communes of the Hautes-Vosges, the Departmental Council of the Vosges, the Regional Directorate of Cultural Affairs Grand Est and the Academy of Nancy-Metz, it aims to create a sustainable collective dynamic of artistic, cultural and citizen education.
The department of the Vosges
In this context, the Departmental Council of the Vosges supports the development of artistic and cultural education, particularly within the framework of Territorial Contracts of Artistic and Cultural Education. To date, out of 12 EPCI, 6 have set up a CTEAC, and 3 are in progress prefiguration.
The Community of Communes of the Hautes-Vosges
The Community of Communes of the Hautes-Vosges is a territory of medium mountain whose altitude varies from 400 to 1 366m, up to the summit of Hohneck, the highest point of the Vosges department. It is largely included in the Ballons des Vosges Regional Natural Park. The intercommunal territory includes 14 municipalities and 21,000 inhabitants along several valleys where urbanization, networks and activities (textile industries, sawmills, etc.) are concentrated.
The Community of Communes of the Hautes Vosges has a CTEAC on its territory. Coordination is ensured by the Community of Communes of the Hautes Vosges.
Each of the artistic and cultural education projects supported by the Community of Communes is based on the three pillars of public policies in this sector:
- the meeting of children and young people with creators or cultural professionals;
- artistic and cultural practice;
- knowledge of the areas covered.
The call for projects
The territory residency differs from a creation residency because here the artist is engaged in a process of co-creation that favors the exchange with the public, taking into account the context and the territory. This process aims to make artistic research and practice perceived and experienced by non-specialist audiences and involves the teams of the educational structures of the territory. For the artist, the necessary project of «doing with» and thus gives a great place to encounter, immersion and sharing.
This process of co-creation will lead to the production of an object (edition, performance, show, video, etc.) related to the artistic gesture and the lived experience. The residence is organized around structuring elements such as founding principles, referents and cultural places, audiences and a theme proposed by the territory.
The partner cultural places
Each territory of residence can rely on a referent who can accompany and support the artist’s project by facilitating access to local resources and by registering on a project in an artistic path. The partner cultural places are gateways to the territory that the artist will borrow to develop his project and whose discovery shared with the public will inform and feed the process of common artistic creation.
The partner cultural structures are:
- The inter-municipal media libraries in Vagney, Saulxures/Moselotte, Cornimont ;
- The Maison des Loisirs et de la Culture de La Bresse ;
- The Cultural and Social Area of La Pranzière in Cornimont ;
- The École de Musique intercommunale des 2 Vallées, based in Saulxures-sur-Moselotte.
The public
The projects supported by the CTEAC are aimed at everyone, starting with students in schools, and more specifically at young people and their entourage. Particular attention will be paid, in addition, to Out of School Time, in order to integrate early childhood, out-of-school, and EHPADs present in the territory with the support of the following structures:
- Local schools;
- Early Childhood Relay of the Community of Communes of the Hautes Vosges ;
- Cornimont EHPAD;
- EHPAD de La Bresse;
- EHPAD de Saulxures/Moselotte ;
- The MLC of La Bresse;
- ECSP in Cornimont;
- Associations in the territory.
The theme
Each year a theme is chosen in relation to the uses of the territory, since the resident practice. The artistic project should build on this theme and give it meaning. The Community of Communes of the Hautes Vosges has chosen to deal with the theme «territorial food». Indeed, the PETR of the Pays de Remiremont and its valleys of which the Community of communes of the Hautes Vosges is part will set up a Territorial Food Project (PAT) on the scale of its territory. The application submitted by the PETR of the Pays de Remiremont and its valleys was accepted in early March as part of the Ministry of Food’s call for projects. Territorial food projects (PAT) aim to federate the different actors of a territory around the issue of food, thus contributing to the consideration of the social, environmental, economic and health dimensions of this territory. Most often carried by local authorities, they rely on a shared diagnosis of agriculture and food in the territory and the definition of operational actions. They can play a key role in accelerating the agricultural and food transition in the territories, bringing together producers, processors, distributors, local authorities and consumers, and in particular to develop relations between urban and rural areas. The principle will therefore be to accompany this project, and to implement a territory residence that can enhance the assets of the territory in the matter (value of heritage, the work of farmers, producers, information to consumers...).
Calendar
October/ November 2024: Announcement of the successful candidates, administrative formalization of the partnership
January 2025: kick-off meeting with all participants
February 2025: immersion period
March 2025 to mid-April 2025: period of artistic action
Mid-April 2025 to June 2025: production period
June 7 to 15, 2025: final rendering during the landscape week 2025.
The territory residence takes place over 6 months, between January and June 2025, will have a duration of 6 weeks that can be broken down into several periods, and is composed around 3 phases:
- Immersion;
- Artistic action;
- A time of restitution.
Cultural projects are an integral part of the territory of the Community of Communes of the Hautes-Vosges, with many proposals made to bring culture in a «rural» environment and with «distant» audiences. One of the objectives of this artistic residency is to bring a new proposal, related to the territorial theme, to allow continuity in the territorial construction, and in particular through meetings with different audiences, mediation, building cohesion around a project.
Amount of aid
A grant of 10,000 € is awarded to the artistic team, paid in two instalments. To facilitate the implementation of the residency, the partners provide artists with a number of means (provision of rooms, technical and material resources, collaboration of services, accommodation, travel).

A note of intent presenting the artistic orientations of the proposed project in relation to the intentions mentioned by the territory, taking into account the particularities of the territory, the reference structure or structures dedicated to the shared creative residency for which the artist collective is applying. The note must include in particular:
- Adapting the project to the territory;
- The purpose of your project, and in particular the final rendering that will be proposed;
- The trace that could be kept by the territory or participants of the project carried out;
-The interrelationship of your project between different audiences, the creation of social cohesion around the project;
- How you want to share your artistic universe with the people of the territory and the motivation for this project.
- The assessment of two projects carried out, particularly in the field of EAC;
- The CV and a complete reference file – to be provided for each member of the team in case of collective;
- The provisional budget.
