Framework of the residence-mission
With the support and guidance of the Île-de-France Regional Directorate for Cultural Affairs (DRAC) and the Essonne Departmental Council, the Communauté d'Agglomération de l'Etampois Sud-Since 2017, Essonne has been implementing a territorial contract for arts and cultural education (CTEAC) in its territory.
In this context, a residency-mission of artists for the purposes of Arts and Cultural Education will take place in the territory of the Etampois Sud-Essonne agglomeration community. It is to be implemented from the beginning of the 2023-2024 school year for a duration of four months, divisible.
Definition of mission residence
The objective of the residency-mission is to carry out collective artistic work with children and young Essonnians from 3 to 25 years, without the challenge of personal production or a commission of work as in a creative residence. While the young public remains the heart of the CTEAC’s target, the appropriation of artistic and cultural offerings is designed for the benefit of the entire population of the territory. The CTEAC should thus make it possible to raise awareness among young people’s families and encourage the involvement of the adult public.
Through a process of arts and cultural education, resident artists provide insight into their world, the artistic research that drives them, and the creative processes they implement. It is not a school residence, in fact the project is open to a wide variety of groups, from training structures as well as medico-social structures or reception of leisure, mobilizable on school or extracurricular time.
Objectives and Challenges of Residence-Mission
Registered in the territory of the Communauté d'agglomération Etampois Sud-Essonne, this residence-mission must:
- Contribute to the artistic and cultural development of the territory;
- Contribute to the artistic and cultural education of children and youth in support of the three pillars of arts and cultural education (encounter with artistic works, heritage objects and artists, individual and collective artistic practice in diverse fields, sharing of knowledge or appropriation of references, a specific lexicon for expressing aesthetic emotions);

- Contribute to developing a critical mind of children and young people through the confrontation with different types of works, meetings and exchanges;
- Enable the greatest number of children and young people to understand contemporary creation through the encounter (artist, work, heritage) and the familiarisation with an artistic approach;
- Allow children and young people of the Etampois Sud-Essonne agglomeration community to discover the local heritage (natural, historical, industrial, intangible, gastronomic) and to appropriate their territory;
- Promote intergenerational dialogue and the meeting between different audiences (urban, rural, for example);
- Question the writings in the direction of young people.
Course of residence-mission
A period of appropriation lasting a split month during which the artist-residents meet potential partner structures and evaluate with them and the pilots of the CTEAC the feasibility and interest of a residence-mission associating them. This appropriation period should also allow for a more precise definition of the content and modalities (duration, timetable, group of participants, etc.) of the residence-mission for each partnership. The artistic project may be presented to the educational community as part of an official invitation from the academic services (rectorate, DSDEN 91). An inter-category meeting-training action will be conducted by resident artists for teachers and other committed actors. This training action will promote the co-construction of projects and the articulation between the various project promoters in the territory.
- Presentation of the scheme by the institutional partners and the project of the selected artist(s)-resident;
- Exchanges with resident artist(s);
- The groups confirmed their commitment to the project in October 2023.
- Immersion training/workshop to discover the approach and workshops proposed by the artist(s)-resident(s)
- These are workshops for adult referees from groups and teaching teams to help them live the project, as it will be presented to the target audiences, and thus strengthen their role as mediators with their respective audiences. This day is part of the Academic Training Plan of the Rector of Versailles.
- Artistic interventions can be varied but must respond to a shared artistic project, supported by the collective of artists and the group’s referent;
- Strongly imbued with the approach specific to the collective of artists and intended to promote familiarization or proximity, the artistic practice must feed the overall project;
- It can be suggested to each registered group to end with an "open workshop" for families, so that they can see students, children, adults in artistic situation.
- The artist-in-residence is invited to present his works to the public, between 1 and 4 times of presentation (on one or two dates). The final number will be determined based on the number of registrants and the capacity of the venue.
- The proposed release must be tailored to the age groups entered.
This period of implementation of the projects takes place over a period of three continuous or discontinuous months, over a period of up to six months; this period also includes participation in a final restitution of the mission residences.
- A general restitution or several refunds will be organized at the end of the residence-mission;
- It testifies to the artistic approach transmitted during the workshops. This time is co-built between the artist-in-residence and the CTEAC coordination team;
- It is possible to provide during the restitution, an alternation on stage of the different groups of the workshops or on the contrary, to imagine a form bringing together all the participants. It is usually at the end of the project of the residence;
- This time outside of school, allows participants of workshops to come accompanied by their families;
- The place of this restitution will be determined later
Theme of the residence-mission: "My territory in music"
Artistic disciplines of the residence-mission: project open to any artistic discipline, with a musical dominance, wishing to emphasize the pluridisciplinarity and by breaking down the artistic practices: visual arts, visual arts, theatre, dance...
The CTEAC project aims to create a meeting between practice and musical creation with natural, rural and/or urban elements, mainly those of the territory of the South Essonne State. Source of inspiration or material of creation, the sounds of the environment can be captured, recorded, diverted, transformed, used to transcribe the musicality of the territory in which the future participants are registered, in an approach of interpretation and individual appropriation but especially collective and participative.
Despite a musical theme, the project is open to linking with other artistic fields. Indeed, this CTEAC is part of a desire to foster bridges not only between artistic disciplines through a multidisciplinary work, but also between people, young people, and the inhabitants of the territory of the South-Essonne State. Led by one or more artists, in connection with his work, young people will be invited to take the time to explore, experiment and appropriate the proposed artistic practice as well as the territory, the natural environment, rural and/or urban, in which they fit in.
Legal framework and financial conditions for carrying out residence-missions
A residence-mission agreement specifying the respective commitments of the CAESE and the artists' collective will be signed after its selection. The total financing of the project may not exceed €24,000 including tax, including: €12,000 tax-free residence allowance for the benefit of the selected artists' collective. The latter must have a Siret’s number. 12,000 € TTC maximum allocated for the entire residence for the production expenses of the residence-mission as well as the possible cost relating to the dissemination of the work of the collective, existing and available. This expenditure will be studied on the basis of a provisional budget.
Due to the size of the territory, the collective must be autonomous in its travel and its travel expenses (excluding home journeys – Essonne) will be covered in production expenses.
Management of the residence-mission
Within the Communauté d'Agglomération de l'Etampois Sud-Essonne (CAESE), the Culture Directorate has been appointed to oversee the implementation of the residence-mission. One or more referees are appointed to accompany the artist or the collective, to ensure the administrative and financial follow-up of the project, to ensure the communication relative to the device and to be the contact of the local structures partners of the residence-mission as well as project partners: DRAC Ile-de-France, Conseil Départemental de l'Essonne and Rectorate of Versailles.
A steering committee is in charge of the selection of artists and the general steering of the residence-mission. It brings together the Vice-President of the CAESE delegated to Culture or its representative, representatives of the DRAC Ile-de-France, the Departmental Council of Essonne, the National Education and local actors.
Proceeding
- A reasoned memorandum of intent (3 pages maximum) presenting the artistic orientations of the proposed project and taking into account the particularities of the territory of the Communauté d'agglomération de l'Etampois Sud-Essonne;
- A description of a workshop already carried out as part of another project carried out by the artist or collective;
- Two proposals for holding workshop sessions (including the pedagogical and artistic approach) for a group of children and a group of adolescents;
- A curriculum vitae describing experiences of mediation and cultural action (participation in similar experience, mediation, training, etc.);
- Video extracts if possible: educational workshops (2 max);
- A list of works to be distributed by age group and presentation files;
- a provisional budget of the residence-mission estimating the technical, artistic and logistical means necessary for its realization;
- An availability schedule between October 2023 and the end of June 2024;
- A RIB and the SIRET number.
Profile sought : For this residence-mission, one or more artists(s) are sought that involve multidisciplinary work different artistic fields of their choice, including music. The sought-after artists must have a significant contemporary artistic production. Applications involving several artistic disciplines, including fields other than those mentioned above, will be carefully examined. Artists must master the oral and written use of the French language. Possession of a driver’s licence and a personal vehicle is essential.
The entire dossier must be sent in digital format (PDF). In case the artist wishes to enrich his file with a DVD, CD or USB key, he specifies it in his e-mail and addresses these pieces by post.

The selection criteria
The Steering Committee will ensure that it selects the applications most in accordance with these specifications and the candidates with the greatest capacities and motivation to engage in the CTEAC.
