[End of translation]
A reflection will be initiated with the AFO so that it strongly relays this concern within the profession, as well as with the representative structures of artistic agents to identify the relevant levers.
A communication campaign on women conductors of orchestras, but also on composers, choreographers, directors, will be defined and implemented, in order to act on representations to young people.
A mission of inspection of the artistic creation on the place of women in the music and especially women conductors of orchestras and composers will be carried out to support this process.
The current music sector, in which parity is far from prevalent when it comes to management positions and programming, has undertaken a work of awareness that it is necessary to accompany and support in order to improve the situation.
4 - Fully mobilize institutions of higher artistic and cultural education (architecture, heritage, cinema, visual arts, music, dance, theatre, circus, etc.) on equality
The seminar of directors of higher education institutions on women’s access to all cultural professions, part of the 2017 Equal Roadmap, was held on 30 March. Nearly 120 people participated. His actions are available online.
The momentum engaged with schools continues very actively during the 2017-2018 school year on the basis of the approach launched by the Minister on October 26, 2017, specified in a letter to the principals of all the graduate schools on November 3.
The recruitment and exit boards of all higher education institutions must respect the parity of their members. Their chairmanship will be held alternately by a woman and a man.
Ethical charters are being drawn up in all institutions of arts and cultural higher education, as part of a wide dialogue between management, teachers, students and staff representatives.
The development of these charters is an opportunity to define how to foster the transmission of a culture of equality to students of both sexes to change the representations. It is a matter of ensuring the respect of parity within the teaching teams (teachers as speakers) and the pedagogical commissions. It is also about ensuring that the “models” given to students are broadened, providing diverse information about the trades to open up the possibilities for students and allow them to project themselves into more diverse careers. Changing representations also requires the development of the presence of women’s works and authors in the teaching corpus and repertoires worked on, relying on research that highlights the possibilities in this field.
The approach will also be reflected in the development of gender data, the search for equity and transparency in student recruitment processes, the establishment of training modules on equality. These will incorporate a reflection on stereotypes, an analysis of the representations of women developed in the repertoires, as well as elements of understanding behaviors, so that students are able to decipher them and if necessary resist them.
These charters will deal with the prevention of all forms of violence, in order to act against the impunity often enjoyed by perpetrators of reprehensible behaviour, encourage those who are the victims to break the silence and refuse any form of harassment or disrespect.
Schools must be able to sensitize young women specifically on the management of their career, so that they know their rights, are trained in the functions of general management or human resources management, to have diverse career development opportunities.
It is essential that teachers give confidence to young women so that they do not hesitate to develop a unique approach in ways where women are rare.
The establishment of professional networks from school will have to be systematized to support the diversification and consolidation of women’s careers as well as the establishment of sponsorships/ sponsorships and more active monitoring by schools of the future of the elders students.
With the support of the Ministry of Culture, each school (national and territorial) will be encouraged to prepare its application for the dual Equality and Diversity label awarded by AFNOR, this methodological framework allowing to structure, professionalize, make visible and evaluate your approach.
5 - Combating media and advertising stereotypes
An assessment will be made of the results of the equality commitments entered into in the framework agreements concluded by the State with the main recipients of press aid.
The Ministry of Culture will work in the media and advertising sector in conjunction with the State Secretariat for Women’s Rights and the CFS.
The two ministerial departments were associated with the annual meeting of the National Conference of Journalism Schools in January 2018 on the theme of gender equality in the media.
A reflection will be developed with the AFDAS, OPCA and OCTA of the performing arts, cinema, audiovisual, advertising, leisure, The European Commission is also working with the Member States to ensure that all schools in these sectors take greater account of equality. The AFDAS, which is very involved in these developments, is already reserving a portion of the apprenticeship tax not allocated to institutions that are implementing a proactive policy to promote equality between women and men.
In addition to the action of the CSA, a mobilization of actors of the advertising sector will be engaged to fight against gender stereotypes, on all media.
The press sector will also be encouraged, as AFP has done, to take initiatives with regard to the presence of women in the editorial boards, as well as lexical recommendations on the treatment of subjects where they appear. Awareness-raising will also be directed at journalism schools.
Work has been carried out with public (France Télévisions, Radio France) and private (TF1) broadcasters, who already hold the Diversity label and are candidates for the Égalité label. It will continue and be extended to other audiovisual communication companies in order to reinforce the consideration of equality within these entities, but also in the stock and flow programmes they broadcast. Arte France and France Media Monde are preparing their candidacy for the double label Égalité-Diversité.
6 - Improving the place of women in film and audiovisual production.
The work carried out by the CNC in the fields of gender data production, studies and statistics (observatory, thematic studies on women’s representation, funding of thematic studies conducted by third parties) will be continued and amplified.
Greater visibility will be given to the problem of gender inequalities by promoting women directors, actresses and film technicians, as was the case at the FEMIS round table on the rising generation of women directors.
The CNC will continue to support associations that have taken initiatives to promote the place of women in their specific fields, raise awareness and combat gender stereotypes in content, and facilitate their professional careers, “Les femmes s’animent” in the animation sector and “Women in Games” in the video game sector. It will draw on their expertise to develop awareness programs at festivals supported by the NCC.
The European Women’s Audiovisual Network will continue to be supported for its actions in favour of gender equality and the promotion of women in the film and audiovisual industry.
The TNC will also open a reflection on two topics:
- ways of raising awareness about the equality and prevention of sexual harassment in production companies: training days, organised in cooperation with professional associations in the sector, whose follow-up could constitute a condition for obtaining financial aid,
- reform, within the framework of the RGA, allowing in the case of sexual harassment observed by an inspector of labour, the prohibition and repayment of aid, and the establishment of prevention plan in the context of filming.
7 - Promoting access to cultural practices for all women
If the basic trend observed is that of a feminization of cultural practices, it remains that all women, especially disadvantaged women, isolated, raising their child(s) alone, living in a sensitive neighbourhood, do not have easy access to it.
The good practices for making progress in this area will be the subject of a identification and then of an adapted communication: constitution of associations of spectators that allow to leave the isolation, shuttles for the late returns of shows, innovative childcare facilities or family visits, development of activities at lunchtime (opening of cultural venues between noon and two, offering cultural practices at the workplace, etc.), artistic and cultural projects specifically aimed at women who are furthest removed from the cultural offer, raising awareness among young mothers of cultural practices through operations with children in early childhood care facilities.… These objectives are intended to be included in the specifications of the calls for projects established by the DRAC in the field of cultural action and arts education.
In addition, particular attention will be paid to the prevention and repression of acts of harassment committed during cultural events (music festivals in particular, in particular contemporary music) sensitising the organizers so that they put in place the necessary public information and security devices.
