Digital accessibility in public reading
The digital accessibility of public services, enshrined in the law of 11 February 2005 (art. 47), is an obligation to which all public reading libraries must respond. The General Accessibility Improvement Framework (GAAR) provides a general framework for the accessibility of the sites of the State’s public services, the institutions that depend on them and local authorities.
The Digital Accessibility Barometer in Public Reading
The Digital accessibility barometer in public reading aims to measure, on a regular basis, the level of consideration by public reading libraries of digital accessibility standards (WCAG, RGAA).
DGMIC, in 2014, wanted to collaborate with the company Tosca consultants and the association BrailleNet, for the realization of the study Accessible Libraries, which provides a two-part quantitative and qualitative update on the consideration of digital accessibility in libraries.
As a follow-up to this study, the CMIB wanted to extend the Digital accessibility barometer in public reading, applying it to three components: accessibility of websites and library portals, accessibility of OPAC, accessibility of digital resources. This barometer, the implementation of which was entrusted to the company Tosca consultants in collaboration with the company PixFL, is realized in partnership with the Fulbi (Federation of Software Users for Libraries, Information & Documentation) for the 2e with the CarelNetwork association for the 3rde with the Bibliothèque nationale de France, the Bibliothèque publique d'information, as well as the Association Valentin Haüy (AVH) and BrailleNet for their expertise on issues of access to books and information for people prevented from reading because of a disability.
The third edition of the Public Reading Accessibility Barometer (2019), the realization of which has been entrusted to Com'Access and Oceane consulting, has been renewed in connection with the Fulbi (Federation of Software Users for Libraries, Information & Documentation) for the 2e with the CarelNetwork association for the 3rde with the Bibliothèque nationale de France, the Bibliothèque publique d'information and the Association Valentin Haüy (AVH) and the Comité national consultatif des personnes handicapées (CNCPH), for their expertise on issues of access to books and information for people who are prevented from reading because of a disability.
The fourth edition of the Accessibility barometer in public reading (2023), the realization of which has again been entrusted to Com'Access and Oceane consulting, has been renewed in connection with the Fulbi (Federation of Software Users for Libraries, Information & Documentation) for the 2e with the CarelNetwork association for the 3rde with the Bibliothèque nationale de France, the Bibliothèque publique d'information and the Association Valentin Haüy (AVH) for expertise on issues of access to books and information for people who are prevented from reading because of a disability.
The barometer has three components:
- accessibility of library websites and portals (quantitative and qualitative parts);
- accessibility of online catalogues (OPAC);
- accessibility of digital resource platforms.
Each of the three components has been the subject of a selection of sites and resources, as well as specific protocols, validated by the steering committee. The evaluation of the accessibility of content (e-books, resources...) is not part of the scope of this study.

Following the publication in May 2023 of the 4th Barometer of Digital Accessibility in Public Reading, the Ministry of Culture publishes a brochure "Digital accessibility in public reading. 2023 key figures and recommendations", in association with its partners: the Association des bibliothécaires de France (ABF), the Fédération des utilisateurs de logiciels pour bibliothèques (Fulbi), RéseauCarel, the Association Valentin Haüy (AVH), the Public Library of Information, the Bibliothèque nationale de France, and Com'access and Oceane consulting (Tanaguru).
This document presents, in 4 pages, the main results of the 4th edition of the Barometer of Digital Accessibility in Public Reading (2023), as well as recommendations for libraries: common blocking points, tools for conducting manual accessibility tests, approach to be implemented, etc.

A practical sheet "Digital accessibility in library"
The DGMIC (Book and Reading Service) wanted to publish a practical sheet for library professionals, Digital Library Accessibility, in the Digital Library Toolbox (file no. 5, 2015).
Taking stock of the legislative and regulatory obligations in this area, as well as the standards and standards in force, the fact sheet develops in four parts all the dimensions of digital accessibility in libraries: Audiences: of needs and uses; Accessibility of services: frameworks and principles; Accessibility of content; Mediation and accompaniment of audiences prevented.
