In the Provence-Alpes-Côte d'Azur region, 23% of the inhabitants live in one of the 778 rural municipalities in the region (Insee figures). The challenges of the Spring of rurality are therefore major. The ambition is to share ideas and generate proposals on cultural life in rural areas by the stakeholders and all citizens.
A regional meeting to take stock of the strengths and weaknesses of the territory
The DRAC organised this debate on Tuesday 26 March from 9.30 am to 5 pm. It was held under the presidency of the Prefect of the Alpes-de-Haute-Provence, Marc Chappuis and aimed to collect opinions, proposals, and highlight the initiatives carried out in rural municipalities. It was a question of debating and sharing, assessing the role that the State can play in support of local authorities and the associative world.
At the Théâtre Durance in Château-Arnoux-Saint-Auban, as well as within the adjoining indoor bowling alley, gathered in 6 «villages», the 300 participants were quickly immersed in the heart of the matter, thanks to the organization and effective methods of the Education League, and were able to present the obstacles and obstacles they face and to think together about possible solutions to address them.
Orchestrated in an original way and punctuated by a team of animators of the Teaching League, the day was punctuated by workshops of reflection and debates first by tables of 4 or 5 then by a group of 10-12, and finally by a collective pooling and a confrontation of the work of all the participants of each «village». Each time of reflection was accompanied by written traces and restitution using posters. Everyone played the game voluntarily and constructively.
A global mind map was commented during the final plenary, grouping in a structured and hierarchical way all the proposals made during the different phases of the exchanges.
One intention: to make an inventory and proposals of actions to feed the National Conference of Culture in rural areas
The difficulties have not been overcome and have been exposed in a frank way and the sometimes complex findings have given rise to exchanges with DRAC agents and representatives of local authorities, prefectures and sub-prefectures.
This dialogue allowed for a useful interconnaissance. Projects and courses of action sometimes original and adapted to territories each with their specificities and constraints have emerged.
The fruit of these reflections will be brought to the debate at the National Conference of Culture in Rural Areas, which will present its synthesis and validate a roadmap to strengthen the place of culture in the heart of rural territories.
