Franck Riester, Minister of Culture, announces the renewal of the national call for projects «Action culturelle et langue française» endowed with one million euros, to strengthen the mastery of French of the most fragile populations in the territories.
Fluency in French allows everyone to play an active role in the life of our country by contributing to the sharing of the values of our society. Practicing an artistic discipline, being in contact with works, participating in cultural activities are ways of appropriating the language, the mastery of which in turn promotes access to culture as a whole.
The national calls for projects “Action culturelle et langue française” launched in 2015 and 2017 by the Ministry of Culture have supported more than 300 projects. Each with €1 million, supplemented by the contribution of decentralized services of the State, local authorities and private partners, they mobilized a total budget of €2.6 million in 2015 and €3.6 million in 2017. A documentary film made in 2018, «Les orages ça fini par passe» gives back the words of the beneficiaries of this approach (see the trailer).
This initiative is fully in line with the plan of the President of the Republic, "An ambition for the French language" launched on March 20, 2018: Greater attention will be paid in our territory to language learning, particularly for the benefit of the most vulnerable populations.”
The call for projects will be led at regional level by the Regional Cultural Affairs Directorates (DRAC), and the Cultural Affairs Directorates (DAC) in the French overseas territories, in collaboration with the other decentralized services of the State.
The beneficiaries of the projects are allophone people, illiterate people, children and young people in a situation of linguistic fragility, especially allophone students, on extra-curricular and extra-curricular timeyoung people aged 16 to 25 without qualifications or employment, persons placed under the supervision of the courts and minors covered by the judicial protection of young people. Particular attention will be paid to the priority territories: city policy districts, rural and ultramarine territories.
Several ministries (Justice, National Education and Youth, Interior, Overseas, etc.), the Office of the General Commissioner for Equality of Territories and the National Agency for Combating Illiteracy are involved in this process of general interest which contributes to the living of Article 2 of our Constitution: «The language of the Republic is French».
