What is support for the structuring of higher education Culture?
The Ministry of Culture encourages higher education institutions Culture to participate in groups of institutions and conduct projects within the framework of institutional partnerships. The Department supports this structure by funding the expenses related to contributions paid to groups and associations.
There are two mechanisms for this approach:
Scheme 1: Financial participation in groups
The groups concerned by this system are defined by the education code and Order No. 2018-1131.
This measure aims to cover the financial contribution paid by an ESC school as part of a grouping (COMUE, EPE, ...), for the academic year 2023/2024.
These expenses, which must be duly justified (invoices or estimates for example), can be covered up to 100%.
Credits granted in 2023 under this measure that could not have been consumed will be deducted from the needs expressed for 2024.
Device 2: Financial participation in a structure allowing a territorial anchoring
The measure concerns partnerships other than those governed by the legal framework of the groups targeted by the mechanism 1 (defined by the education code and the 2018 Order).
This measure aims to cover the financial contribution paid by a school of the ESC to a structure allowing a territorial anchoring, such as local associations.
These expenses, which must be duly justified (invoices or estimates for example), may be covered up to 70%.
Credits granted in 2023 under this measure that could not have been consumed will be deducted from the needs expressed for 2024.
Objectives of the approach
A measure to support the structuring of higher education comes every year support institutional partnerships of institutions. With this measure, the Ministry of Culture wishes to:
- encourage the participation of higher education culture (ESC) schools in groups of institutions (device 1);
- encourage schools to form partnerships with higher education stakeholders in their environment, so as to strengthen their territorial anchorage (scheme 2).

Are eligible higher education institutions Culture.
Institutions not belonging to higher education Culture are not eligible.
Procedure
The overall envelope is set at €500,000 for 99 eligible institutions.
The payment is made in one go after the examination of applications in July 2024.
The appropriations are delegated to the national schools via the supervisory directorates and to the territorial schools through the decentralized services.
Applications for funding will cover expenditures for the academic year 2023/2024.
Within the limit of the overall envelope set as an indicative amount of €500,000, the appropriations will be allocated to schools after their applications have been examined. These must be duly justified by invoices or estimates for example.
