Architecture and Heritage
Within the Direction of Cultural Affairs of Martinique, there is a service with dual competence: the Unit of Architecture and Heritage and the Conservation of Historical Monuments (UAP-CMH).
ARCHITECTURE AND HERITAGE UNIT
The Architecture and Heritage Unit (UAP) is a decentralized department of the Ministry of Culture and Communication. Within the DAC, the UAP works to promote qualitative and sustainable land use planning, where landscape, urban planning and architecture maintain a reasoned dialogue between project dynamics and consideration of heritage. The UAP is the one-stop shop for all work authorizations on historical monuments in Martinique.
The missions:
The UAP, under the authority of its Head of Service, Urban Architect of the State, Architect of the Buildings of France (ABF) has four main missions:
The promotion of heritage, architectural and urban quality:
- Promote the architectural and landscape quality of buildings, particularly by ensuring the integration of sustainable development issues;
- To contribute to the quality of urban and rural development projects and to city policy, to encourage architectural creation;
- Advise clients in the development and implementation of their architectural projects.
- Participate in the development of planning documents
Conservation and enhancement of the monumental heritage:
- Participate in the implementation of the regulations relating to the monumental heritage: conserve and preserve the historical monuments;
- Evaluate maintenance, restoration, rehabilitation and upgrading projects and participate in the allocation of public aid;
- Contribute to the scientific and technical control of the works and to the health watch on the historical monuments
- Project management of maintenance work on classified monuments belonging to the State
Preservation and enhancement of protected areas:
- Control and ensure the preservation of protected areas, contribute to their development by participating in the appraisal of development projects or works located on the edge of a historic monument, protected site, protected area, Architectural and Heritage Development Areas (AVAP);
- Propose, facilitate and coordinate studies related to AVAP and the surroundings of historical monuments (modified protection areas).
Management of sites and landscapes:
- Contribute, in collaboration with other decentralized departments of the State, to the application of environmental regulations (registered and classified sites, outdoor advertising and signs);
- Integrate urban planning and renewal into a sustainable quality objective of natural and urban spaces.
- The head of the UAP assists the prefect in drawing up his opinions on major projects concerning road infrastructure, wind farms or any object related to architecture, urban planning or landscape issues.
- The ABF, head of the UAP is the rapporteur for the CDNPS (departmental commission of the nature of landscapes and sites) which leads to the authorisations of works in classified site.
The Architect of the Buildings of France (ABF)
The Architects of the Buildings of France belong to the body of the Architects Urbanists of the State. Assigned to the UDAP, the ABFs carry out public service missions in the fields of Architecture and Urban Planning. Their jurisdiction is threefold:
- Control of protected areas
- The promotion of architectural and urban quality
- Heritage conservation
