What is the employment report of the grant?

The employment report of the grant is an evaluation written by the supporting structure of the project to which all partners also contribute.

The purpose of the report is to describe the accounting operations which attest to the conformity of the expenditure made with the object of the grant. This report is to be returned to the administrative authority that paid the grant within 6 months of the end of the fiscal year in which the grant was granted.  It must be accompanied by the last annual activity report and the approved accounts of the last closed financial year.

Objectives of the approach

This evaluation is intended to:

• Detail the specific use of the grant
• Strengthen dialogue between the different project partners
• Encourage supported structures to reflect on the effects of the actions they carry out with the public
• Strengthen the dialogue between the Regional Directorate for Cultural Affairs (DRAC) and the cultural structures and better understand the effects of the proposed measures
• Promote joint actions with the public

Procedure

Article 10 of Law No. 2000-321 of 12 April 2000 on the rights of citizens in their relations with administrations, inter alia, states that:

• Where a grant is allocated to a specified expenditure, the recipient must produce a financial report to attest to the conformity of the expenditure made with that grant
• The financial report must be filed with the administrative authority that paid the grant within 6 months of the end of the year for which it was awarded

A report shall be prepared for all grants proposed by the department, except that a format is specifically provided for that purpose, as is the case for decentralised aid for live performance.
