2. The licence: why?
The objectives of the regulation:
- protect the artist and other employees of the performing arts by ensuring respect for labour law and their social rights;
- ensure compliance with the rules on remuneration of authors;
- structure the profession of entrepreneur of live performances, for an artistic creation economically and socially sustainable.
The licence of performing arts contractor may be withdrawn in case of ignorance of social law, labour law, intellectual property law and the security of performance venues.
3. The licence: for whom?
The activity of entrepreneur of live shows is deemed act of commerce (6) of Article L.110-1 of the French Commercial Code).
For people established in France (private, public, mixed, or natural person, individual employer), the licence is compulsory :
- when the main activity is performing arts;
- when the main activity is not live performance but more than six performances per year are organized:
- for groups of amateur artists who call on professional artists for more than six performances per year.
For persons not established in France it is compulsory to inform the Regional Directorate for Cultural Affairs:
- through an online information procedure for entrepreneurs established in the European Economic Area;
- through an online information procedure and the signing of a contract with a licensee, for established contractors out of the European economic area
4. How do I get the license?
The licence must be requested by declaring its activity online: via this link for a first statement or via this link for a renewal.
After creating an account (or identifying if the registrant already has an account), the form must be completed directly online.

When validating your online form, your declaration will be sent to the Regional Directorate of Cultural Affairs (DRAC) on which the main establishment of your organization depends.
After submitting your return online, you will receive a receipt at the email address provided when creating your account.
The receipt consists of an email and an attachment that summarizes the essence of your request.
This receipt will only be valid after 30 days and if your file is complete and in accordance with the law.
The license is therefore only valid when this period expires. It is forbidden to practice without a license when you are subject to the license obligation.
To validate the declaration, the DRAC verifies that the declarant meets the conditions laid down by law, in particular in terms of:
- the training, experience or competence of the contractor,
- respect for labour law, social law,
- respect for intellectual property law;
- compliance with regulations regarding the safety of live performance venues.
If the administration has not opposed it after verification of compliance with these conditions, the licence is deemed tacitly granted 30 days after the declaration.
If the administration finds a non-compliance, it notifies you within 30 days, in order to bring the file into compliance. The license will only be valid 30 days after the file is in compliance.

6. Live entertainment contractors not established in France
To carry out the activity of entrepreneur of live shows in France, it is mandatory to inform the regional direction of cultural affairs of the region of the show (or the region where the first performance takes place, if there is a series of performances) at least one month before the first performance.

Obtaining a Performance Contractor’s Licence is subject in particular to conditions of diplomas, experience, training or skills (see record 4.1).
As regards training and skills, for all performing arts entrepreneurs: the Joint National Commission for Employment and Training in the Performing Arts (CPNEV-SV) has created a directory of recognised training and skills for obtaining a licence.
Concerning the additional training required for the operators of performance venues (obtaining a receipt valid as category 1 license), the CPNEF-SV has created a second directory.
