The Paris Fire Brigade on the sites of the Ministry of Culture and Communication
LOUVRE MUSEUM B.S.P.P DETACHMENT
The 43rd company, Unité Elémentaire Spécialisée Louvre (UES Louvre), created in 2008 and with 46 firefighters, has the mission to ensure the safety of people and property 24/7 on the site of the Louvre Museum. Attached to the Groupement des Appuis et de Secours (GAS) since 2011, it is composed of two specialized emergency centres (CSS):

Directly attached to the management, the CSS Louvre is the Fire Safety Department (SPSI) of the Public Museum of the Louvre (EPML) in accordance with the tripartite agreement in place since 2001 (currently being redesigned).
On a daily basis, the fire guard consists of 14 personnel, including 3 NCOs and one duty officer. Its main mission is to respond to operational requests of all kinds (victim relief, fire, water leaks, personal assistance, etc.) but also to more specific and delicate interventions concerning in particular the safeguarding of the works and buildings of this prestigious museum. At the same time, it carries out rounds on the areas under construction, accompanies people who have to go to the roof (maintenance, shooting, etc.) and is in charge of the operation of the Fire Safety System (ISS) of the forbidden site.
The unit also plays an important advisory role in fire prevention and safety to the various departments of the museum and actively participates in the various cells set up (Crisis Unit, Special Flood Risk Plan, etc.).
Having carried out 1,497 interventions and 4,516 operations (fire permit rounds, roof access) during 2012, the unit does not abandon other areas of expertise such as the training of a large number of museum officers. (1st response crew, evacuation training, PSC1, etc.).
DETACHMENT B.S.P.P OF THE MUSÉE D'ORSAY
A detachment of 15 firefighters from Paris is assigned to the Musée d'Orsay to ensure the safety of people and property. This detachment is called SPSI (Fire Safety Prevention Sector).
The detachment leader and his deputy take turns providing 24/7 duty throughout the year.
A team of four firefighters from the detachment are on site day and night to ensure the missions related to fire safety, requests for emergency victim assistance for both visitors and staff as well as various property protection missions. This team is composed of 1 Sergeant, Post Manager who leads the Guard Team, 2 NCMs who are Team Leader and Team Mate. The 4th firefighter is also a non-commissioned member who continuously manages the ISS (fire safety system) located at the monitoring centre.
The Head of Detachment and his deputy, in addition to the management of the detachment, are responsible for the files concerning temporary exhibitions, exceptional events, the monitoring of redevelopment work, and have a fire prevention advisory role to management.
The detachment intervenes in the museum and its surroundings. It also manages the fire detection of the Orsay museum RER station since part of the station’s foundations are shared with those of the museum.
In 2012 the detachment carried out 1060 interventions.
DETACHMENT B.S.P.P OF THE NATIONAL LIBRARY OF FRANCE
The safety of people and property is ensured by a detachment of the B.S.P.P for the 2 sites Tolbiac and Richelieu.
At the National Library of France, the safety of persons and property is ensured by two detachments of the Paris Fire Brigade with a staff of 69 firefighters. This staff makes it possible to carry out administrative and operational tasks while ensuring a permanent 24-hour presence of fifteen firefighters for the François Mitterrand site under the orders of a non-commissioned officer, chief of guard and five sappers-firefighters for the Cardinal de Richelieu site at the orders of a non-commissioned officer, chief of the station.
While the number of interventions remains limited, these two sites are rich in teachings for our staff in several ways:
- All types of relief resources coexist there;
- Application of a multiple regulation: establishment receiving from the public (ERP) of 1st category and 2nd category with various activities of type L, M, N, S, T, Y, W, high-rise building (IGH), Labour Code, Environmental Protection Facilities (EPCI);
- The various arrangements, the rehabilitation of certain premises, the heavy work of securing.
The Fire Prevention and Safety Service provided 617 interventions respectively 439 for the François Mitterrand site and 178 for the Cardinal de Richelieu site. The Fire Prevention and Safety Service takes part in the preparation of a number of safety notices on the one hand and in the monitoring of construction sites on the other. Preventive maintenance of the emergency means is carried out by the two detachments in collaboration with the operations department of the Technical Means Department.
The Fire Prevention and Safety Service provides training to officers of the National Library of France in multiple areas related to the prevention and protection of property (first aid, evacuation, fire extinguishers, etc.).
