Support for the carrying of the press

Portage assistance was created by Decree No. 98-1009 of 6 November 1998 on the reform of the Press Portage Fund.
The port is the mode of distribution of the press carried out by any means other than that of the mandatory service performed by La Poste. Copies of a publication are delivered to the home of the purchaser who has subscribed to a paid subscription, whether individual or collective.
The porting activity may be carried out by the press publisher on its own behalf or by a porting network on behalf of third parties.
The portage fund is divided into two sections
Section 1: The aid shall be allocated individually and annually to the press publishers who apply for it, for publications meeting the conditions laid down in Article 2 of the aforementioned decree. This section is divided among the press publishers according to the progression of their carry rate.
Section 2: Assistance is allocated individually and annually to the porting networks that request it, based on the progress of the third-party porting rate.
Eligibilityliteness
Only copies carried in France shall be taken into consideration for a fee. Copies sent free of charge are not included in the calculation of aid. Individual or group copies are considered, with the exception of copies delivered to air carriers that are not to be included in the declaration.
Aid is granted for the porting of publications which are recognised as a political and general information title by the Joint Committee on Publications and News Agency (letter C in the assigned number), or who regularly provide information and comments on current events in all sports.

For each publication of a press publisher, the difference, expressed in percentage points, between the carry rate recorded in the calendar year preceding that of the application for aid and that recorded in the fourth calendar year preceding that of the application for aid.
The carry rate is calculated by dividing the total number of individual copies carried by the total number of individual copies carried and mailed for the year in question.
For each publication, aid for the carried copy shall be determined by multiplying the increase in the carry rate expressed in percentage points by a coefficient fixed annually by order of the Minister responsible for communication and the Minister responsible for the budget. This aid may not exceed a ceiling per copy fixed annually by the same decree.
The aid under this first section is then determined by multiplying the aid per copy carried by the total number of copies carried in the year preceding that of the aid application.
A subsidy is calculated for dailies eligible for the aid provided by the Decree no. 86-616 of 12 March 1986 providing support for national publications of political and general information with low advertising resources and for those eligible for the aid provided for by the Decree no. 89-528 of 28 July 1989 providing support to regional, departmental and local daily newspapers for political and general information with low resources of classifieds.
This bonus shall be granted each year by multiplying the total number of copies worn, as defined in Article 1, in the year preceding that in which the application for aid is made by an amount of aid per copy fixed annually by order of the Minister responsible for communication and the Minister responsible for the budget.
Aid to a press publisher under the first section may not be less than 90 % or more than 110 % of the amount received in the previous year.
Where the calculation leads to an amount of aid of less than €500, this aid shall not be paid.
*Section 2*
Aid shall be calculated on the basis of the progression of the third-party carry rate determined as follows: for each carriage network the difference shall be calculated, expressed as a percentage point, between the third-party carry rate recorded in the calendar year preceding that of the aid application and that recorded in the fifth calendar year preceding that of the aid application.
The third-party porting rate is calculated by dividing the number of copies of publications that are the subject of a third-party porting by the total number of copies of publications carried by the porting network, as defined in Article 1, for the year in question.
For each port network, an aid for the carried copy shall be determined by multiplying the increase expressed in percentage points in the carry rate for third parties by a coefficient fixed annually by order of the Minister responsible for communication and the Minister responsible for the budget.
Below the threshold of 15 million copies carried on behalf of third parties per network, the aid per copy carried may not exceed a first unit ceiling. Above this threshold, the aid per copy carried may not exceed a second unit ceiling. The unit ceilings mentioned are fixed annually by order of the Minister responsible for communication and the Minister responsible for the budget.
Aid under the second section shall be allocated to each porting network by multiplying the total number of copies of securities carried on behalf of third parties in the year preceding that of the application for aid by the aid for the copy carried, after application, where appropriate, of the above mentioned unit ceilings.
Aid paid to a porting network under the second section may not be less than 90% or more than 110% of the amount received in the previous year.
Where the calculation leads to an amount of aid of less than €500, this aid shall not be paid.
