When then IStart the execution of my project?

ATTENTION :
No project start-up must take place before the date of receipt of your grant application by the Directorate-General for Media and Cultural Industries, in accordance with Article 5 II. Decree no. 2018-514 of 25 June 2018 on State subsidies for investment projects.

The commencement of execution is deemed to be the first legal act passed for the project. This includes:
     * the quotations accepted by the applicant (mention "voucher for agreement" dated and/or signature dated of the quotation) before the date of receipt indicated on the acknowledgement of receipt;
     * contracts signed with the service provider(s) before the date of receipt indicated on the acknowledgement of receipt.
 
Legal acts and expenditure relating to orders for preliminary studies strictly related to the development of the project may not be incurred prior to the date of receipt indicated on the acknowledgement of receipt.

Quand will my case be investigated and examined?

Applications of €150,000 or more
Applications for a grant of €150,000 or more may be submitted at any time. Full applications filed before the 13 January 2023 at noon may be considered by the March 2023 committee.
A provisional calendar of committee meetings will soon be available for download at the bottom of this page. 

Please note that these deadlines are indicative and can only be met if the files submitted are complete and sufficiently detailed. During the appraisal, the expert firm in charge of the appraisal of requests is also likely to contact the project leader to request additional technical information related to the project.

Applications under €150,000
Applications under €150,000 may be submitted throughout the year. As soon as they are complete, they are examined by the DGMIC, generally within four months.

Applications for projects to promote the French press in French-speaking countries

French press development files abroad may be submitted up to 1^er September 2023 for review at the last policy committee of the year.

IMPORTANT: For Printing Equipment Acquisition or Lease Projects

In accordance with Article 13 of Decree no. 2012-484 of 13 April 2012 as amended, "development and innovation projects involving the acquisition or leasing of printing-related materials may be supported by the Fund only if they justify, in the production area concerned, the absence of printing overcapacity meeting equivalent needs".

Project promoters must provide a note presenting in particular the existing equipment in the production area concerned meeting equivalent needs, the alternatives studied and their costing. This document must enable the instructors to assess whether the plan to acquire or lease the equipment will create a situation of overcapacity of production in the specified area.
 
Since 2016, the FSDP has not supported any project of this nature if the absence of overcapacity is not demonstrated.
