Established by Law no. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage, the National Commission of Heritage and Architecture (CNPA) is consulted on creation, management and monitoring of easements of public utility and planning documents established for the protection, conservation and enhancement of cultural heritage.

 

The CNPA the National Commission for Historic Monuments, the National Commission for Protected Areas and the National Council for Parks and Gardens.

Placed under the Minister for Culture, she is chaired by a parliamentarian.

Organization and composition of the National Commission for Heritage and Architecture (CNPA)

The NFPC is organized into 7 sections:

  • Section 1 “Remarkable Heritage Sites and Approaches”
  • Section 2 “Protection of Historic Monuments, National Domains and Disposal of Crown Heritage”
  • Section 3 “Architectural Projects and Building Works”
  • Section 4 «Protection of movable objects under historical monuments and works»
  • Section 5 «Protection of musical instruments for historical monuments and works»
  • Section 6 «Protection of caves decorated as historical monuments and works»
  • Section 7 “Parks and gardens”

 

The NFPC also includes a committee of sections, who is consulted on matters other than those within the jurisdiction of the Divisions.

Each section is composed of 26 members, divided into four colleges:

  • representatives of the State;
  • holders of elected office;
  • representatives of associations or foundations whose purpose is to promote knowledge, protection, conservation and presentation of heritage;
  • qualified personalities.

The members of the CNPA are appointed by order of the Minister responsible for culture for a period of five years, with the exception of ex officio members and parliamentarians (appointed by each of the assemblies).

The Senate and the National Assembly have respectively designated as full members of the CNPA Mr. Albéric de Montgolfier, Senator for Eure-et-Loir and Mr. Raphaël Gérard, Member for Charente-Maritime, and as alternate members, Mr. Jean Hingray, Senator for Vosges, and Constance Le Grip, member for Hauts-de-Seine.

The Chairman of the Committee is chosen by the Minister for Culture from among the two full members of the Committee.  Mr. Albéric de Montgolfier, Senator, was appointed President of the CNPA, by a Order of 9 November 2022.

Responsibilities of the CNPA

Consultation with the NFPC is mandatory in a number of cases, including:

  • projects to classify outstanding heritage sites;
  • draft safeguard and enhancement plans;
  • projects to classify buildings or movable objects or movable historical complexes as historic monuments;
  • projects for the creation of conservation easements in the premises of a classified movable object or a set of historic movable property classified in a building classified as historic monuments;
  • national domain creation projects (list and scopes);
  • plans for the disposal of buildings protected as historic monuments belonging to the State or to one of its public institutions;
  • plans for the sale or disposal of the French heritage of the State located abroad and having special historical or cultural value;
  • an owner’s plans to give formal notice to carry out work on a classified building or movable object, where the preservation of the object is seriously compromised.

NFPC may propose any measures to ensure the protection, conservation and presentation of heritage and architecture. It also evaluates policies for the protection, conservation and presentation of cultural heritage.
