National Heritage and Architecture Commission
Established by Law No. 2016-925 of 7 July 2016 on freedom of creation, architecture and heritage, the National Commission of Heritage and Architecture (CNPA) is consulted on creation, management and monitoring of public utility easements and urban planning documents instituted for the protection, conservation and enhancement of cultural heritage.
The CNPA replaces the following three commissions: the National Commission of Historic Monuments, the National Commission of Protected Areas and the National Council of Parks and Gardens.
Placed with the minister in charge of culture, it is chaired by a parliamentarian.
Organization and composition of the National Commission on Heritage and Architecture (CNPA)
The CNPA is organized into 7 sections:
- Section 1 “Remarkable Heritage Sites and Surroundings”
- Section 2 “Protection of Historic Buildings, National Estates and Disposal of Crown Heritage”
- Section 3 "Architectural projects and building works"
- Section 4 «Protection of movable objects as historical monuments and works»
- Section 5 «Protection of musical instruments as historic monuments and works»
- Section 6 «Protection of decorated caves as historical monuments and works»
- Section 7 «Parks and gardens»
The CNPA also includes a section committee, who is consulted on matters other than those under the jurisdiction of the Divisions.
Each chapter has 26 members, divided into four colleges:
- state representatives;
- holders of an elected mandate;
- representatives of associations or foundations whose purpose is to promote knowledge, protection, conservation and development of heritage;
- qualified personalities.
Members of the CNPA are appointed by order of the Minister responsible for Culture for a period of five years, with the exception of ex officio members and parliamentarians (appointed by each of the assemblies).
The Senate and the National Assembly appointed Mr. Albéric de Montgolfier, Senator d'Eure-et-Loir and Ms. Constance Le Grip, Member of the National Assembly of the Hauts-de-Seine, respectively, and Mr. Jean Hingray, Senator of the Vosges, as alternate members of the CNPA, and Nathalie Da Conceicao Carvalho, Member of Parliament for Essonne.
The Chairman of the Committee is chosen by the Minister for Culture from among the two full members of the Commission. Mr. Albéric de Montgolfier, Senator, was appointed President of the CNPA by a order of 9 November 2022.

Responsibilities of the CNPA
The CNPA must be consulted in a number of cases, including:
- Outstanding heritage site classification projects;
- draft plans for safeguarding and development;
- projects to classify buildings or movable objects or movable historical ensembles as historic monuments;
- projects for the creation of a conservation easement on the premises of a classified movable object or a historic movable ensemble classified in a building classified as a historic monument;
- national domain creation projects (list and perimeters);
- plans to dispose of buildings protected as historic monuments belonging to the State or one of its public institutions;
- projects for the sale or disposal of the French heritage of the State situated abroad and having a particular historical or cultural value;
- a plan to give notice to an owner to carry out work on a classified immovable or movable object, where its conservation is seriously compromised.
The CNPA can propose any measures to ensure the protection, conservation and enhancement of heritage and architecture. It also evaluates policies for the protection, conservation and enhancement of cultural heritage.
