The evolution of professions and training, third component of the Libraries plan
After "Open more" and "Offer more", "Train better" aims to accompany the profound transformation that libraries and their professions know. This third component of the Libraries plan was launched on November 30, 2021, with the holding of the Territorial Library Training Conference.
10 measures for trades and training
Ten objectives have been identified, within the framework of a broad consultation involving the National Centre for Territorial Public Service, training organizations, associations of elected officials and territorial executives, professional associations, the Ministry of Higher Education and Research, and IGESR. They are being implemented and are the subject of an annual day organized by the Ministry of Culture, the National Meetings of Trades and training in territorial library.
- Continued consultation with all stakeholders.
- The publication of statistics on library professionals and their access to training.
- A national repository of shared and evolving skills.
- Better coordination of training provision at regional level to make it more readable and accessible.
- Modalities of access to competitions better adapted to future professional skills and a consideration of the reform of several university degrees.
- Enhanced and extended post-recruitment training to ensure that employers have better trained managers for their new responsibilities.
- A reflection on the development of a basic training freely accessible online.
- Innovative and adapted training methods in Overseas France.
- The incentive to develop library learning.
- An annual meeting, allowing the profession to discuss these training issues and follow the progress of the various projects.
The national repository of territorial library competences
This repository offers an overview of the skills needed in territorial libraries, through a tool co-constructed and shared by the various actors. It has been modularly designed for use by:
- Library professionals who work on the development of staff skills, the development of job sheets or recruitment advertisements;
- Their elected representatives, territorial managers and human resources departments need to identify the skills needed to implement public reading policies;
- Actors in initial and lifelong learning developing instructional models;
- Professional or associative structures (including libraries outside the territorial public service) that may benefit from this skills-based approach to library professions;
- All those who seek to understand or show the evolution of these professions and the wide variety of skills libraries need.
It also aims to foster exchanges between these different actors concerning libraries, their staff and the evolution of services and professions.
It is possible to contribute to the next version of the repository by sending suggestions for improvement using this form.

Key figures concerning the staff of local libraries and their training practice
These 2022 key figures, co-published by the Ministry of Culture and the CNFPT, aim to provide updated data on the profession and its access to training. They also include elements allowing each library to situate itself in the national landscape.
This document has three parts:
- A general portrait of the profession.
- An analysis of its access to training.
- Tables allowing each library to compare with national averages in terms of the composition of its teams.
