DGD libraries
State financial aid
The Ministry of Culture, in close coordination with the Ministry of the Interior (Directorate-General for Local Authorities), follows the questions relating to State aid for the benefit of libraries projects of local authorities (municipal libraries and departmental libraries).
In this context, State aid takes the form of a special assistance within the general decentralisation allocation (DGD) This assistance comprises two parts:
- the first accompanies all the operations in favor of the territorial libraries: construction, renovation, extension, accessibility or restructuring of buildings, furniture and IT equipment, development to improve the conditions of conservation of heritage funds, digitization projects, etc. It is distributed in regional envelopes calculated jointly by the Department of Libraries and the DGCL, and delegated to the regions, where the decentralized services of the State (advisors for the book and the reading of the drac) ensure the management;
- the second, the annual amount of which is capped at 15% of the total available appropriations, is intended for projects with departmental or regional influence promoting cooperation actions with other institutions responsible for the development of reading.

Expertise and advice
The activity, operation and equipment of municipal and departmental lending libraries is also an area of action of the Ministry of Culture.
Within the Library Department, the Office of Public Reading develops a dual competence of expertise and advice in construction, development and support for the cultural and library definition of departmental or regional library projects.
The Public Reading Office has also been involved in the design, implementation and evaluation of national programmes such as the Municipal Regional Library or the "Hives", local media libraries in rural areas and peripheral urban areas. He coordinated the publication of the Design and build a library from project to implementation.
